Duties

As a Telecommunications Specialist, you will:
Provide technical assistance and guidance to business units users on voice and/or data communications systems. Advise on the interpretation and applications of policies and procedures for evaluating current and future telecommunication requirements and connectivity; determine which systems and connections are required and implements the necessary resources and equipment. Install and manage agency's network circuits. Designs and manages equipment used in transmitting wired phone, cellular, cable, and broadband data. Designs and manages communications systems, including voice, video, and data, manage hardware, software, or programming modules of a telecommunications system. Participate in the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunications equipment, services and systems. Participate in a Quality Assurance (QA) program; identifies program objectives and project initiatives; develop and implement strategies; evaluate Information Technology Services procedures for adherence to stated policies, practice and requirements. Oversee Private Branch Exchange (PBX) and Voice Over Internet protocol (VoIP) systems. Orders circuits, Toll Free Service, calling cards, and audio/webinar services from vendors. Oversee the installation of cabling/wiring and equipment for telecommunications functions within OCC. Conduct training to familiarize users with equipment, software, and security procedures, and OCC standard communications hardware/software. Develop, implement and maintain plans, policies, procedures, and standards; user manuals; and technical reference materials pertinent to software. Provide customer support on a daily basis for telecommunications operations and troubleshoots problems. Assist customers in analyzing business problems, developing solutions, securing approval from management and integrating solutions into the multiplatform environment. Develop and maintain computerized and hard copy files and documentation of voice and network circuits, instruments, features, functions and locations. Ensure telecommunications systems are in compliance with OCC's cyber security and compliance standards.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

To qualify for the NB-V level, you must have specialized experience equivalent to the next lower level, NB-IV (or GS-11). Specialized experience for this position includes:
Experience assisting with analyzing problems, developing solutions, or improving telecommunications systems, procedures, and requirements; AND Experience assisting with installing, operating, or administering telecommunication systems, networks, or equipment.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education cannot be used to qualify for this position.

This position is included in the bargaining unit. Salary range includes 25.04%geographical pay.
