Supervisory Special Agent

This position is located within the Intelligence Operations Division (IOD), Intelligence Services Bureau (ISB). IOD is responsible for conducting counter-surveillance operations on the Capitol Grounds and during events that may have a security or safety impact to the Congressional Community in the National Capitol Region or nationally. IOD serves as a Protective Intelligence component to support USCP's mission. Coordinates with local, state and federal law enforcement partners to gather information pertaining to incidents and activities that may affect USCP functions or adversely impact the security of the Congressional Community. Performs advance collection, vulnerability assessments, counter-surveillance, surveillance, and investigative functions pertaining to suspicious activity reporting.
Supervisory Special Agent will:
Supervise and perform protective intelligence functions supporting USCP divisions, including the coordination of security arrangements to include travel and operations for advance assessment surveys and on-site intelligence operations.
Provide supervision and instructions to Special Agents for the purpose of carrying out operations, investigations, as well as protective intelligence coverage for congressional events such as hearings, delegations and sessions, official functions, and other events identified by the respective Sergeant at Arms and/or the Chief of Police. Monitor compliance with security requirements, procedures, and protocols by assigned personnel, and evaluate effectiveness of operations.
Provide intelligence information to and liaise with federal, state, and local governments.
Supervise assigned Special Agents to include counseling, development, and mentoring; observing, communicating, and documenting performance and conduct; taking appropriate commendation or corrective action; conducting and writing performance evaluations; and scheduling relevant or required training and development opportunities.
Review or produce reports to include casefiles, police reports, suspicious activity reports, PD-76, BOLO's, and briefs, in addition to providing immediate updated information to Command for past or current emerging incidents.
Perform frequent on-call rotations that supervise all Special Agents assigned to the ISB,
Requirements
Conditions of Employment
Must be a current USCP Officer below the rank of Lieutenant and attained the rank of Sergeant by the closing date of this announcement. Must be able to obtain and maintain a Top Secret/SCI security clearance. Must possess and maintain a valid driver's license. Must be able to obtain and maintain a government issued travel card. Must successfully complete the Criminal Investigator Training Program (CITP), Field Training Program and other assigned trainings related to the position to include surveillance, counter-surveillance, and vulnerability assessments.
Qualifications
1. Must be a current USCP Officer below the rank of Lieutenant and attained the rank of Sergeant by the closing date of this announcement.
2. Must possess and maintain a valid driver's license. License status and driving record will be checked as a part of the application process.
3. Must not be in a restricted leave status as of the closing date of this announcement.
4. Must be in a full and unrestricted duty status to attend, participate, and successfully complete all required training courses related to this position as of the date of selection.
5. Must be available to work flexible hours, rotating shifts, midnight assignments, and on-call assignments.
6. Must be able to travel on commercial, military and private airplanes, boats, helicopters, trains, buses, and automobiles.
Education
There is no education substitution for experience in this series and/or grade.
Additional information

This position is non-exempt from the Fair Labor Standards Act overtime provisions. This position is not included in a collective bargaining unit. RETENTION CRITERIA: Must satisfactorily complete a one-year probationary period upon being assigned to IOD. Must successfully pass the Criminal Investigator Training program and Field Training Program. Must successfully pass a First Aid/AED/TCCC Recertification Course. Must maintain qualification on all trained weapon systems. Must maintain all other required certifications. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. The results of this vacancy announcement selection process will be used to fill positions within the Intelligence Operations Division. More than one selection may be made from this vacancy announcement. The selection list for this vacancy announcement will be active for a period of 12 months from the date of approval of the selection memorandum.
