Duties

This Senior Executive Service position is located in the Office of Chemical Safety and Pollution Prevention, Office of Pollution Prevention and Toxics (OPPT), Data Gathering, Management, and Policy Division (DGMPD). OPPT must evaluate risks of chemicals and require and promote risk reduction and responsible risk management practices through the life cycle of these chemicals; promote pollution prevention activities and the design, development, and application of safer chemical processes and technologies in the industrial sector; and provide the public with information about releases of toxic chemicals in their communities so they can use the information to improve chemical safety and protect public health and the environment.

DGMPD, under the supervision of the Director, provides both program leadership and support for the data gathering and management provisions of the Toxic Substances Control Act (TSCA) and the Emergency Planning and Community Right-to-Know Act (EPCRA). As such, it is a complex division with multiple functions, roles, and foci, many of which can, and should, overlap. At the same time, there are individual programs and program elements that are well-defined and have strong stakeholder affiliations and partners. In this context, DGMPD integrates key functions - where appropriate - as well as maintains unique program elements to balance, as effectively as possible, the wide span of DGMPD responsibilities with an organizational structure that fosters innovation, synergy, and integration.

As DGMPD's Director, the incumbent provides leadership and direction for all Division activities involving:
Providing key data on conditions of use, physical-chemical properties, environmental fate, hazards and dose-response analyses and potential chemical exposure, all of which are critical to risk evaluation under TSCA. Leading the TSCA Section 6 prioritization process and ensuring that, in coordination with other divisions in OPPT, scoping of fit for purpose risk evaluations is data driven and efficient. Analyzing data gaps and identifying data needs for conducting chemical assessment, including new chemicals, TSCA Section 6 chemical prioritization and risk evaluations as well as performing systematic review of data to ensure such data meets TSCA data standards. Writing rules and testing order development and issuance, acquisition of data, and engagement with EPA colleagues in other office divisions, other EPA program offices, and external entities that may be sources of such data. Reporting data for chemical right-to-know programs under EPCRA and TSCA. Establishing partnerships and conducting outreach to industry, businesses, states, communities, the public health community, academia, and others.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience managing and directing a diverse organization consisting of technical and policy staff in various disciplines to support regulatory programs.

TQ 2 - Demonstrated experience in providing leadership and direction for acquiring and maintaining data on the regional production and availability of products and analyzing the data to determine the economic impacts of alternative regulatory decisions.
