Summary

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.



Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-15 Management and Program Analyst, you will:

  • Provide technical and management analysis, guidance, and advice on developing and implementing technical and analytical intelligence operations and programs to identify, understand, and support mitigation of credible cyber threats to DOE and U.S. energy sector networks.
  • Provide advice and guidance to help shape Division's management and operational strategies and procedures. Provides technical counsel to IN leadership on operational matters and budgetary issues including technology, R&D, tool development, and training investments.
  • Create and foster effective technical exchanges with key partners, including but not limited to the U.S. Department of Energy (DOE) Office of Cybersecurity, Energy Security, and Emergency Response, DOE Office of Electricity, DOE Office of the Chief Information Officer, National Nuclear Security Administration, National Security Agency, Federal Bureau of Investigation, and Central Intelligence Agency.
  • Analyze, develop, and support implementation of innovative technical methods utilizing cutting-edge tools, trade-craft, and techniques.
  • Formulate and identify the operational and analytical techniques for accomplishment of project objectives to produce reliable findings.
