The Precision Navigation (PNav) Air Traffic Navigation, Integration and Coordination System (ATNAVICS) portfolio is seeking a skilled Chief Engineer (CE) to join the team as the Deputy CE Lead. ATNAVICS is a highly mobile Ground Controlled Approach (GCA) system that provides air traffic services, including both radar and software services.

The ATNAVICS portfolio is comprised of a Lead CE responsible for the success of the overall ATNAVICS program, as well as individual CEs who are responsible for specific contracts. The CE is responsible for the cost, schedule, and execution of all engineering tasks within their assigned contract and is the Engineering point of contact for the Program Manager. The CE should have a well-rounded background with the ability to drive tasks to closure on-time and within budget. As the ATNAVICS Deputy Lead CE, you would be responsible to support the Lead CE in all overarching program tasks, being able to run the program in the lead's absence and support your fellow program CEs in his/her daily responsibilities. These tasks include product line engineering staffing, decisions on the production line future, leading proposals for future efforts, strategic financial planning (including IRAD), process tailoring etc.

Job Responsibilities:
• Performing all the CE responsibilities as listed, and supporting the Lead CE in many of the same responsibilities at the product line level
• Responsible for the entirety of engineering execution including technical budget, cost, schedule and metrics
• Ensure effective use of independent reviews and achieve on-time completion of all Program Engineering reviews
• Responsible for the Earned Value and/or financial management of the engineering content on a program
• Ensures proper Engineering Risk and Opportunity management (ensures Eng risks are captured, mitigation plans in place across IPTs)
• Provide cross-IPT technical leadership and coordination - Ensure Engineering leads assigned to program are engaged in all aspects of their program

Qualifications/Experience Needed:
• Minimum 10 years of experience in Systems, Software or Hardware engineering
• Working knowledge of Earned Value Management System (EVMS), IMS, & IMP tools or equivalent for managing programs
• Capability in leading an IPT or cross-function teams in program execution, spanning proposals, development, production, and sustainment
• Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including electrical, mechanical, software and logistics engineers
• Experience with accountability; responsibility for prioritizing work tasks and customer requirements across multiple teams
• Certified in BOE Development Current certifications in EVMS
• Risk and opportunity management, scope management
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
Ability to obtain a SECRET Security Clearance or Higher is REQUIRED

Security Clearance:
• Active and transferable U.S. government issued Secret security clearance is required prior to start date
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
• Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

Preferred Qualifications:
• Risk and Opportunity Certification
• Prior ATNAVICS Experience
• Prior non-ATNAVICS radar experience and/or Air Traffic Software Experience
• Experience in Agile/Scrum environment
• Existing DOD Secret security clearance

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
