Duties

This Program Analyst position is located in the Security Operations (SO), Domestic Aviation Operations (DAO), Aviation Coordination, Airport Operations Center, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Analyze systems, processes, and procedures for assigned program areas. Guidelines and standard operating procedures (SOPs) exist and can be directly applied to assigned tasks. Situations for which guidelines are not in place are referred to the supervisor for assistance. Applies basic methods, principles and practices of qualitative and quantitative analytical and evaluative methods and techniques to identify issues that impact effectiveness and efficiency of program operations. The supervisor assigns work, and determines scope, priorities, and deadlines; additional direction is provided for unusual or unique situations. The supervisor reviews completed work for accuracy and conformance to procedures. Uses automated systems to track, compile, and analyze routine statistical and narrative data from a variety of sources to develop standard and recurring reports. Reports are used to support decision-making for a range of administrative programs and services. Maintains program records and files, which may include highly sensitive information, as mandated by established records procedures. Assists with executive of studies or surveys where the issues under review involve proposed program changes, or improvements to systems or processes. Tasks are assigned by the supervisor, who regularly monitors programs and quality of work. Research new or revised business and management practices, policies and guidance as directed by the supervisor; provides comparisons with established policies to highlight difference and opportunities for updating Agency programs. Provide research, technical support, and systems assistance to staff. Coordinates outreach activities for assigned programs as directed by the supervisor. Assists in the development of training and instruction materials such as handouts, guides, or brochures, or related training activities, to educate Agency personnel on assigned programs. Responds to general questions about assigned programs from Agency personnel and external individuals and entities. Explains standard policies and procedures for assigned programs to Agency personnel. Provides research, technical support, and information system assistance to staff. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-F Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of general experience, one year of which was equivalent to at least the SV-E pay band or the GS-4 grade level in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the following:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work; and Communicate effectively orally and in writing. OR

B. Education: A bachelor's or higher-level degree in any field from an accredited college or university.

OR

C. Combining Education and Experience: Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.

To qualify for the SV-G pay band (equivalent to GS-11), an applicant must meet one of the qualification requirements (A, B, or C) outlined below:

A. Experience: You must have one year of specialized experience at the SV-F pay band or the GS-9 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is:
Researching and performing analytical and evaluative techniques with oversight and assistance to assess a transportation security program or project. Possessing familiarity with transportation security terminology, policies, and concepts to collaborate with internal and external stakeholders and communicate technical information. Working knowledge of program evaluation and ability to drive risk mitigation efforts and process improvements for efficiency and effectiveness. OR

B. Education: Completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

C. Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the pay band; then determining the education as a percentage of the education required for the pay band; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the pay band.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
