To address the talent needs of JobsOhio's focus industries, JobsOhio has developed a customized talent incentive designed to assist the company by assessing their full candidate journey: employer brand, awareness, recruiting, acquisition and training.

JobsOhio has also developed a strong complimentary portfolio of talent strategies to strengthen talent in the state by increasing production of graduates in in-demand skills, help train (upskill / reskill) workers, and increase connections between employers and jobseekers.

The Talent Acquisition Manager is responsible for creating talent acquisition strategies and tactics related to JobsOhio's talent portfolio of initiatives including our incentive for project companies. You will work effectively with cross-functional Talent team members, stakeholders and vendors to advise on trends and best practices as well as build customized talent acquisition plans.

Duties and Responsibilities

  • Talent Acquisition Strategy, Performance and Reporting
  • Maintain a current professional knowledge and understanding of national sourcing activity, and serve as the subject matter expert in recruiting and sourcing - including out of state recruitment tactics
  • Stay current on sourcing and recruiting best practices, maintaining cutting edge approach to tools and resources available as well as staying ahead of the curve related to tools being introduced
  • Build relationships and maintain relationships with vendors in sourcing space. Will serve as day to day primary contact for vendors in TAS client delivery, and escalate any issues or concerns to Director, Talent Attraction, as needed
  • Maintain knowledge on variety of Application Tracking Systems (ATS), and other related sourcing industry tools, trends, attributes etc. and make recommendations overall and per project if a tool should be a provided service and the best fit for that Client
  • Communicate national and statewide trends to key stakeholders, leadership and Project Clients; this includes utilizing data and making recommendations that incorporate appropriate measures to enhance sourcing approaches and tactics

  • Assess customized Talent Acquisition Services for companies
  • Vet each company's unique needs, market, and candidate journey related to candidate engagement and talent acquisition and determine what, if any, tactics are the right fit for the company
  • Responsible for developing tailored approach in support of multiple level positions and skill sets:
  • Identify gaps within Client's Talent Acquisition process and provide recommendations for tactical support to deploy on their behalf
  • Assess and advise on relocation efforts and support for specific Clients, regions, and statewide
  • Coordinate with and provide support as part of the client-facing Project delivery team as company accepts the incentive

  • Deliver Talent Acquisition Services for Client
  • Responsible to ensure the Client's talent acquisition tactics are delivered through coordination and management of team and vendors
  • Ensure a partnership exists with hiring managers to develop and execute sourcing strategies, candidate attraction, and talent pipeline initiatives aimed at targeting top talent to meet overall recruitment goals
  • Tactic strategy and delivery could entail:
  • Client Job descriptions: identifying Vendor/Partner to engage for job description development, ideation and execution of that support for specific Client need
  • Job Posting: manage Client posting strategy including timing, volume, job board sites, partner sites and monitor posting activity
  • Candidate Journey: understand and inform Client's candidate journey through the screening process from initial vetting, through interviews and employment offer etc, make solution recommendations for identified challenges
  • Sourcing Tools: identifying platforms or tools to engage for candidate sourcing, manage Vendor/Contract and execution of that support for specific Client needs
  • Utilizing out of state attraction expertise to recommend and deploy talent attraction tactics on behalf of Clients to target desired candidates
  • Responsible to monitor performance of tactics, trends, results etc. and make recommendations when appropriate for modifications to Client's service plan

  • Monitor and adjust
  • Responsible for analyzing aggregate talent acquisition outcomes and metrics to ensure a comprehensive candidate experience, process efficiencies, and goal attainment within the project framework
  • Actively review procedures and recommend improvements to talent acquisition methods and practices
  • Demonstrate innovation related to sourcing strategies and trends, making fiscally responsible recommendations related to sourcing strategies and solutions

This position will require some travel throughout the state of Ohio to visit with clients, vendors, and stakeholders, as needed.





Experience Requirements

  • 5+ years of corporate talent acquisition, destination marketing, recruitment strategy and/or sourcing experience
  • Experience engaging with clients of varied industries or recruitment agency experience
  • Ability to work effectively across functions and organization levels
  • Possess strong organizational and time management skills, work independently driving tasks to completion in a timely and thorough manner
  • Proactively utilize data to inform talent decisions, enjoyment of research and data organization
  • Adjust readily, multi-task, work across teams in a fast-paced environment, learn new tools / systems and adapt to change
  • Build trusted relationships, demonstrate strong oral & written communication both among internal team as well as client-facing through variety of mediums
  • Knowledge related to current employment practices, diverse talent attraction methods and practices
  • Know-how in using relevant enterprise systems, Applicant Tracking Systems, Salesforce, LinkedIn, Job Boards and/or related recruitment and sourcing platforms.
  • Possess demonstrated skill in identifying recruitment/sourcing strategies to generate candidate leads and relevant KPIs

Education Requirements

  • Bachelor's Degree in human resources, business administration, marketing, or related field OR significant relevant work experience in related fields
