Duties

These Budget Analyst positions are located in the Chief Finance Office (CFO), Budget and Performance Division, Transportation Security Administration, Department of Homeland Security (DHS).

Planning & Program Analysis Office (P&PA): The Planning and Program Analysis Section is responsible for assessing and analyzing continual changes in TSA's out-year programs and resources in order to develop recommendations for the Agency's long-range strategic planning process. This branch collaborates with all TSA program offices to establish the five-year Future Years Homeland Security Program (FYHSP) as a meaningful program of record by tying resource decision-making to strategic direction. Doing so ensures an alignment of strategy, resources, and results to improve performance outcomes. The branch conducts analysis and special studies to provide objective, fact-based information to TSA Senior Leadership for decision making on out-year resource allocation and performance management in support of TSA's strategic and operational priorities.

Formulation Office: The Formulation Section develops and formulates justifications and supporting documentation for TSA budget submissions to DHS, OMB, and Congress. This branch also tracks legislation, prepares resource appeal statements, conducts briefings for DHS, OMB and Congress, prepares and reviews responses to Congressional inquiries and questions for the record, and assists the Appropriations Liaison in preparing the Administrator for hearings on TSA's portion of the President's Budget Request. Duties include but are not limited to:
Confers with supervisor or manager on execution and tracking of work plans. Validates and coordinates tasks of counterpart or subordinate organizational units as directed by senior TSA officials and program managers. Applies advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and viability of organizational programs. Adapts analytical methods and techniques to address specific issues and develops new approaches to resolve complex productivity problems. Work is accepted by the supervisor as technically authoritative and accurate. Researches complex ongoing and projected programmatic activities. Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings. Establishes approaches and techniques for complex studies or audits. Analyzes findings and interprets impact on programs and procedures; makes recommendations to senior officials and convinces other operating components to accept recommendations to senior officials as appropriate. As subject matter expert participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such specialized experience is defined as:
Experience in the areas of programming, budgeting, policy analysis or program evaluation; AND Experience reviewing budget plans for an organization, allocating and distributing funds in an organization's budget; OR Experience analyzing program budgets, performance outcomes, cost/benefit analysis, business case analysis, or other qualitative or quantitative analysis for the purpose of aiding funding recommendations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
