Job Summary

The Community Resource Center (CRC) Strategy and Data Analytics Program Manager III is accountable for the assessment of needs, conception, execution, and oversight of strategic programs approved and budgeted by L.A. Care (LAC), Leadership, and the Board of Governors. These programs span multiple functions and departments, and are enterprise investments in infrastructure and process excellence.

The Program Manager III is responsible for building, developing, and leading the strategy, data analytics, and program management resources’ allocations to support CRC business units in the planning and delivery of large-scale programs. This position will serve in a program lead role supporting executive and senior management and a cross-functional team with the development and implementation of an initiative to provide clinical services at the CRCs.

The CRC Program Manager is responsible for managing a range of programs and maximizing return of investments (ROI) and value delivery. This includes managing CRC data analytics initiatives, process improvements, and CRC data integration into the enterprise and leading complex program objectives, managing change and resolving issues that span project teams and departments.

Acts as a Subject Matter Expert (SME) and serves as a resource and mentor for other staff based on demonstrated expertise in key communication and collaboration competencies. Duties

Strategy Development:

Conduct data driven analysis to identify opportunities aligned with CRC and Enterprise goals.  Develop and implement data driven strategies to achieve business objectives. Regularly review and adjust strategies based on data insights and market trends

Data Reporting and Analysis:

Generate CRC Reports and analyze CRC Performance Metrics.  Lead data analysis to identify opportunities aligned with CRC and Enterprise goals.  Develop and implement data-driven strategies to achieve business objectives.  Regularly review and adjust strategies based on trends, patterns, and correlations in in data to generate actionable insights.

Program Management:

Plan, coordinate, monitor, and execute data analytics programs and programs.  Monitor program progress and ensure adherence to timelines and budget. Ensure high quality, consistent, and standardized documentation of programs and programs across the assigned portfolio.  Collaborate with cross-functional teams to achieve program objectives.

Performance Monitoring:

Define and implement metrics, KPIs, and dashboards to monitor CRC program performance.  Regularly assess and analyze performance data to identify areas of improvement.  Report on key performance indicators to stakeholders and senior management.  Drive continuous improvement initiatives for CRC operations and programs.Duties Continued

Collaboration:

Engage with CRCs, IT program teams and stakeholders to gather requirement, provide updates, and address concerns.  Foster positive relationships and collaboration among cross-functional team.  Consult across business operations, providing mentorship, and contributing specialized knowledge.

Effective Communication:

Communicate clearly and persuasively in both written and oral formats..Convey information effectively to diverse audiences, including CRC staff, IT, CRC Leadership and other stakeholders to have a positive and meaningful impact on data collection, process improvement, and related learning and training.  Tailor communication style to positively influence and motivate stakeholders in various situations

Leadership of CRC Technology and Data Workgroups

Lead the CRC Technology Workgroup to oversee any enhancements or changes to the CRC program in Salesforce.  Coordinate with team members, stakeholders, and vendors to ensure successful implementation and integration of technology solutions.  Provide guidance and support to the workgroup to resolve technical challenges and optimize system performance

Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Consults across business operations, providing mentorship, and contributing specialized knowledge. Ensures that the facts and details are correct so that the program’s/program's deliverables meet the needs of the department, organization and legislation's policies, standards, and best practices. Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed.

At least 5 years of relevant Program Management, Health Care Administration, Research OR Clinical fieldwork experience in an organizational setting.

Experience in facilitating complex decision making among multiple executive stakeholders with different interests and priorities.

Experienced in vendor/contract management and negotiations.

Experienced in collaborating with team members on program related items that affect the ability to meet program objectives. This would include answering questions and providing support related to stakeholder management, issue resolution, risk management, scheduling and all other program management involved topics.Skills

Required:

Demonstrated success managing programs with multiple, large scale, diverse and complex programs executing simultaneously.

Knowledge of managed care health insurance programs with preference given to applicants.

Ability to work well independently or leading a program team/efforts with limited supervision; strong team collaboration.

Ability to manage priorities across multiple teams/programs, platforms and maintain program controls.

Strong knowledge of program management processes facilitating the creation of standard program documents and artifacts supporting program tracking & deliverables.
