As a Contract Specialist, you will:

Be responsible for the full range of pre-award functions involving procurements which may include research and development, specialized equipment or systems, information technology, professional support services, and simplified acquisitions.
Perform acquisition planning, scheduling procurements from time of requirement acceptance in the Division through award. Develop procurement objectives for a requirement in terms of competition contract type, and pricing. Prepare and maintain current acquisition plans, appropriate milestone charts, and related schedules.
Issue solicitations and prepare awards under Parts 8, 12, 13, 15, and 16 of the FAR. Be responsible for the solicitation, analysis, evaluation, and negotiation of proposals and budgets.
Perform price and cost analysis of contractor proposals.  This includes conducting detailed analysis of all elements of cost in a proposal and preparing pre-negotiation objectives based on cost/price.
Serve as the primary point of contact for both contractors and technical officials regarding procurements.  This includes conducting pre-proposal conferences with prospective offerors to arrive at a clear understanding of what is required under the proposed procurement, answering contractor questions, and preparing debriefings after award.  This also includes obtaining appropriate data from technical officials that is necessary to complete a requirement.

The ideal candidate has:

A solid background and experience in the award and administration of contracts using the Federal Acquisition Regulation (FAR) specifically Parts 8, 12, 13, 15 and 16.
Experience in the award of a wide variety of contract types to include firm-fixed-price, time-and-materials and cost reimbursement for the acquisition of professional and technical services and experience in conducting price analysis and detailed cost analysis. It is recognized that the breadth and depth of experience will vary by grade level of the candidate.
Federal Acquisition in Contracting (FAC-C) Professional or DOD Contracting Professional certified.
