An Overview
The Superintendent of Refuse Collection ensures that Municipal Solid Waste (MSW) is collected and disposed of throughout the City of Alexandria. Employees in this role schedule and assign areas of work, and through frequent inspection, ensure that sanitation standards are met. Additionally, the incumbent handles considerable administrative tasks on a division-wide basis. The Superintendent assumes divisional responsibility in the absence of the Division Chief. This role operates under the general supervision of the Resource Recovery Division Chief.
The OpportunityPrepares and assigns work schedules.Assigns routes and ensures work completed.Supervises, reviews, and evaluates the work of employees engaged in refuse disposal.Schedules all vehicles used to transfer refuse to the disposal locations.Determines equipment and supplies needed and requisitions tools and equipment.Conducts oversight for payment of private contractor accounts with the City's refuse disposal system.Ensures that refuse dumping and transfer operations are carried out in accordance with prescribed standards and regulations.Responds to complaints concerning the disposal and collection of refuse.Provides liaison with Waste-to-Energy Plant for all departmental activities.Orders materials and supplies for programs, and logs in monthly bills.Establishes employee training programs for the Division.Serves as liaison with the Motor Equipment Division in drafting vehicle specifications.Conducts safety, policy review, training, and performance evaluations on employees.Reviews safety, accident, and disciplinary reports and recommends action to be taken.Coordinates with the Human Resources Department Employment Unit on interviews, hiring, and disciplinary actions.Participates in the preparation of the Division budget.Assumes responsibility for the Division in the absence of the Division Chief.Compiles daily, weekly, monthly, and annual reports.Manages City public space trash and recycling collection.Assures complaints and customer service issues are investigated and satisfied for internal and external customers.Performs related work as required.
Minimum & Additional Requirements
Minimum: Two years of college; two years of lead supervisor experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Possession of a valid Commercial Drivers License (CDL) Class B license issued by state of residence.
Preferred Qualifications
Preferred: Four-Year College Degree in public administration, engineering, or a field related to the area of assignment; three years progressively responsible experience in area of assignment which includes at least two years combined experience in supervising and program and budget planning; additional qualifying experience may substitute for the education requirement on a year-for-year basis.
