Duties

As Chief of the Global Strategy and Negotiations Division, incumbent is responsible for planning, directing, and coordinating all phases of work of the Division, which includes policy assessments and the industry analysis of trends in international communications marketplace and services; the Office's consolidated intergovernmental and regional leadership, negotiation, and strategic planning functions; and research and studies concerning international regulatory trends, as well as their implications on U.S. policy.

The incumbent serves as a primary advisor to the Office Chief and the Deputy Office Chiefs on matters for which the Global Strategy & Negotiations Division (Division) has responsibility. Provides definitive analysis of international policies, guidelines, rules, and regulations,. Coordinates within the FCC and U.S. Government on strategic planning and policy positions to take in preparation for participation in a number of critical international negotiations, meetings, and conferences. Provides comments on proposed legislation and policy activities. Reviews proposed FCC decisions for consistency with international and bilateral agreements. Directs preparation of economic; technical, legal and other necessary studies, reports, and analysis in support of the development of international telecommunications and spectrum policy recommendations for the Commission and the evaluation of policy proposals made by the public or industry.

The incumbent reviews and evaluates data, findings, and recommendations presented by Branch Chiefs and staff; determines significance of various factors presented by specialists from many disciplines and derives comprehensive recommendations responsive to issues. Develops presentations to explain, defend, or justify proposals. Contributes to long-term programs and objectives of the OIA. Specifically, the incumbent oversees strategic and policy planning and preparation for a host of international representational activities. Leads Division's efforts in representing the Commission or U.S. Delegations in a number of international meetings with organizations such as the ITU, CITEL, OAS, and APEC, dealing with issues relative to communications. Also leads efforts in representing the U.S. or leading U.S. delegations at international conferences with ITU, CITEL, IMO, and others dealing with non-radio communications, as well as radio-related communications and safety matters. The Division takes the lead for the Commission on preparatory activities for participation in above mentioned activities, and thus the incumbent ensures that Division's efforts in this regard are well coordinated with other offices, as well as other Branches of the U.S. government, as necessary.

Directs, through subordinate supervisors, the work of the Division. Defines areas of responsibility; establishes Division policy, priorities and standards and disseminates to subordinates. Reviews work and makes definitive decisions on highly sensitive matters under delegated authority; reviews and makes recommendations on those matters requiring decision by Deputy Office Chiefs, the Office Chief and/or the Commission. Initiates and conducts special studies of regulatory significance. Ensures interagency coordination and cooperation. Establishes performance standards for and evaluates work of subordinates supervisors. Determines appropriateness of and initiates promotion, details, reassignments, disciplinary actions and awards. Oversees recruitment for and selection of new staff within the Division. Counsels employees on personnel issues.

Determines need for and schedules formal training; ensures that orientation and on-the-job training are provided, as appropriate. Applies equal employment policies in all phases of personnel management and takes affirmative action in accordance with Division goals. Keeps employees advised on all matters affecting their employment, consulting. with the Administrative office or other Commission offices for assistance as necessary.

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.

Specialized Experience

GS-15

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the federal service. Specialized experience is defined as follows:

1. Experience leading or supervising multidisciplinary staff.
2. Experience providing advice on how to strategically take policy positions in preparation for critical international negotiations, meetings and/or conferences.
3. Experience arranging and participating in international meetings to develop procedures, guidelines, or rules.
4. Experience attending high-level, highly visible international meetings and making persuasive arguments to influence the outcome of international policies.
5. Experience directing the preparation of international telecommunications and/or spectrum policy recommendations.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Ability to advise the Office Chief, Deputy Office Chiefs, and other Commission staff on all international and domestic communications and spectrum policy issues falling within the purview of the Global Strategies & Negotiations Division.
Ability to lead or supervise staff.
Ability to provide extensive guidance and strategic support in development of policy position.
Extensive knowledge of the roles and functions of a large number of diverse international organizations, and communicating with such organizations, such as the ITU, OECD, CITEL, APEC, ATU, so as to facilitate the FCC's work within these organizations, and to ensure adequate and effective Commission representation in such fora.
Ability to present initiatives, options, ideas, and positions to professionals at all levels and to provide effective oversight and support for rulemaking and policy proceedings and negotiations at international meetings and conferences.
