An Overview

The Human Services Specialist II provides supportive counseling and casework services to individuals, and families affected by sexual violence. The incumbent provides support and assists clients and their families in utilizing available resources to empower clients to achieve resiliency and self-reliance. Employees in this class evaluate and assess client’s and/or family’s service-related strength, needs and preferences. In participation with client, the incumbent helps develop an individualized goal and support plan with the clients. A Human Services Specialist II recruits, trains, supervises, and schedules volunteers and contractors to provide crisis intervention services to survivors of sexual assault and/or domestic violence for the Sexual Assault Center. The employee organizes recruitment campaigns to increase the number of program volunteers. The work performed in this classification does not require licensure as a counselor. Work requires the exercise of independent judgment and is performed under the general supervision of the Division Chief.

The ideal candidate should have good knowledge of Departmental programs and issues; good knowledge of sexual and domestic violence crisis intervention techniques; good knowledge of applicable criminal justice system legal proceedings; good knowledge of multi-cultural issues and relationship dynamics; good knowledge of training methods and procedures; skill in developing curricula; skill in team building; ability to make presentations before groups; ability to respond to inquiries on issues in an appropriate and knowledgeable manner; ability to research and consolidate information; ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with City agencies and departments, community groups, City schools, committees, commissions and boards, the news media, and the general public.

The Opportunity
Case Management: Provides specialized casework and advocacy services to assist clients in enhancing their safety, navigating the criminal justice system, and achieving resiliency. Connects clients to different programs, such as public benefits, unemployment, job training, court services, transitional housing, rapid rehousing, among other programs. Provides assistance to clients in confronting and resolving emotional and environmental problems such as acute crisis response, fear, isolation, relationships, suicidality, substance abuse, dissociation, eating disorders, self-injurious behavior, physical and emotional safety, immigration status and employment. Acts as a liaison between clients and other agency personnel and advocate for clients within all systems. Refer clients to services and link them to other City resources such as transportation, benefits and non-profit programs. Provides initial contact to sexual violence victims referred to the program by the Alexandria Police Department and/or the Commonwealth's Attorney's Office to inform them of the court process, civil remedies, sentencing alternatives and services;
Crisis Intervention: Provides in person and over the phone crisis intervention, supportive counseling, advocacy, and information and referral services to survivors and secondary survivors of sexual violence, adults and children, through the program's 24-hour crisis hotline. Provides rotational nightly, holiday and 24-hour weekend on-call supervision to program volunteers and contractors in the provision of crisis work and accompaniment services;Volunteer Management: Interviews and selects volunteers, giving special attention to the recruitment of volunteers that represent the diversity of the community at large. Creates updates and facilitates 40-hours crisis intervention, counseling and advocacy training for volunteers, focusing on theoretical and practical aspects of trauma related counseling. Develops and conducts on-going in-service training for volunteers, interns and contractors on various topics. Supervises and schedules volunteers and interns in the provision of crisis intervention, counseling, and advocacy services to survivors of sexual and/or domestic violence;Outreach and Prevention: Plans, coordinates, implements, and evaluates education and community awareness programs. Analyzes program trends to develop new and up-to-date educational presentations. Creates, updates and implements policy and procedures for crisis services and document this information in the SAC training manual. Promotes and serves as advocate for programs by developing presentations to community and civic groups, local and State government organizations;Recordkeeping and Data Management: Maintains data information system, including data on clients and activities, and resource listings for information and referral. Provides resource information to members of the community as appropriate. Assists in the preparation of reports, correspondence and other administrative tasks;Performs related work as required.
About the Department

The Center for Children and Families (CCF) provides programs and services for Behavioral Health, Domestic Violence & Sexual Assault, Child Welfare & Child Protective Services, Early Childhood and Youth Development. CCF provides compassionate, collaborative and effective person and family-centered services based on best practices. Our teams support self-determination, safety, recovery and resiliency for Alexandria children and all residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

Minimum & Additional Requirements

Bachelor's Degree in psychology, social services, public health, guidance, or a related field; three years of experience in the provision of mental health and/or substance abuse treatment services, including some experience at the level of Caseworker; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Employees must possess a valid driver's license issued by the State of their residence.

Preferred Qualifications

Bachelor's degree in health, staff development, women's issues, social work, sociology, human services, or behavioral sciences. At least three years of professional or paraprofessional experience in providing direct services, crisis intervention and supportive counseling to survivors of sexual violence and other related traumas. At least one year of experience in planning, developing, administering a volunteer service program including recruitment, training, and supervision of volunteers in pertinent social service area. At least one year of experience in public speaking; Fluent & Bilingual in English and any other language.

Monday through Friday, 8:30AM - 5:00PM, Hours may vary, may have some evening and weekend hours) On-call rotation required (weekends and holiday’s).
