Senior Contract Manager, Lead or Senior Contract Specialist

Job Description
Seeking GS-1102 experienced senior level contracts personnel (or other federal agencies’ equivalent, such as DoD contracting retirees) to support a federal agency as a contractor . Minimum experience in performing cradle to grave contracting requirements is ten to 15 years with a FAC-C III or DAWIA III certification. Previously retired GS-1102 contracts personnel (or other federal agencies’ equivalent, such as DoD contracting retirees) are encouraged to apply as well as contracting personnel who have a proven history of successfully performing acquisition requirements for federal agencies. Bachelor’s Degree in a related field is a plus or equivalent experience in lieu of a degree. PMP certification also a plus. Acquisition management support shall be in conformance with applicable Government regulations and policies including the Federal Acquisition Regulation (FAR), the Department of Homeland Security Acquisition Regulation (HSAR), the Department of Homeland Security Acquisition Manual (HSAM), and other applicable agency regulations, processes, and procedures. Ideal candidate will possess the required experience and qualifications to provide and/ or assist in Acquisition Management and Policy Support as follows:
· Statements of Work/Specifications/Requirements Documents
· Acquisition Planning and Strategy Support
· Independent Government Cost Estimates (IGCE)
· Cost and Price Analysis
· Market Research and Market Surveys
· Industry Engagement
· Request for Quotes (RFQs) and Request for Proposals (RFPs) in accordance with the acquisition strategy and in coordination with the Contracting Officer
· Pre-Award Documentation and Source Selection
· Contract Award and Contract Administration including closeout
· New and revised policy, directives, operating procedures, manuals, instructions, and guidance, etc.
Ideal person(s) will be easy to work with and comfortable in using acquisition systems such as PRISM or others as well as financial systems in performance of acquisition requirements. Proficiency in software use is also a plus such as Microsoft Office (especially Excel); Adobe Acrobat, etc.
