Raye IT Consulting is looking for an exceptional and seasoned IT Program Manager to support a U.S. Government agency. This individual will perform agile project management activities for high profile programs and projects, working with cross-functional IT teams and product owners to deliver business solutions; and to provide expert guidance and expertise to self-organizing teams in the areas of agile/iterative planning, agile execution techniques, and cross-team coordination.

Program manager responsibilities:

  • Performing agile project management activities including planning, execution, tracking and reporting.
  • Leading a team of multiple disciples - Network, Systems, Data, Development and Security
  • Managing a technical team using agile practices for Infrastructure related projects.
  • Provide the centralized administrative, clerical, documentation, and relatedfunctions.
  • Coordinate internal resources and third parties/vendors for the flawless execution of multiple projects.

  • Ensure that all projects are delivered on-time, within scope and within budget.

  • Provide support for the coordination, preparation, and reporting of project statuses on a routine basis.

  • Develop and implement summary project report structures and project success metrics.

  • Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility.

  • Measure performance using appropriate project management tools and techniques and report and escalate to management as needed.

  • Manage the relationship with the client and relevant stakeholders and perform risk management to minimize potential risks.

  • Create and maintain comprehensive project documentation.

  • Meet with clients to take detailed ordering briefs and clarify specific requirements of each project.

  • Track project performance, specifically to analyze the successful completion of short and long-term goals.

  • Meet budgetary objectives and adjust project constraints based on financial analysis.

  • Develop comprehensive project plans to be shared with clients as well as other staff members.

Required Skills:

  • Bachelor's Degree in appropriate field of study or equivalent work experience.
  • Project Management Professional (PMP) or PMI-ACP or SAFe Certification.
  • 8 years of proven working experience in program management.
  • Working knowledge of agile methodology, techniques, and frameworks, such as Scrum or Kanban, to deliver solutions.
  • Proficient in Azure DevOps or Project Management tools.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Solid organizational skills including attention to detail and multitasking skills.
  • Strong working knowledge of Microsoft Office.
