The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a Homeland Security Operations Coordinator and Preparedness and Grant Administration (PGA) Chief. This position formulates and develops statewide policies and procedures and is responsible for designing, developing, and overseeing the execution of The Office of Homeland Security’s State and Federal Grant programs, as well as the Illinois Homeland Security Advisory Council. Serves as the Homeland Security Operations Coordinator and Division Chief for the Division of Preparedness and Grant Administration (PGA) for the Illinois Emergency Management Agency and Office of Homeland Security:
Provides strategic oversight of PGA within the Office of Homeland Security and the Illinois Homeland Security Advisory Council (IL-HSAC) regarding the development and implementation of Statewide preparedness projects to support state and local public safety, non-governmental, and private sector partners to align policies and projects outlined in the State’s Homeland Security Strategy.
Establishes policies, procedures and organizational structures for the Office of Homeland Security and the Illinois Homeland Security Advisory Council (IL-HSAC) in-line with State and Federal objectives and priorities.
Directs the development and implementation of statewide emergency management preparedness projects to support state and local public safety, non-governmental, and private sector partners to align policies and projects outlined in the Illinois Homeland Security Strategy.
Explains and interprets homeland security policy standards, functions, and general emergency management principle of broad scope.
Organizes, plans, executes, controls, and evaluates the Division of Preparedness and Grant Administration (PGA) and IL-Homeland Security Advisory Council (IL-HSAC), which includes Homeland Security and Federal Preparedness Grant Programs and specific emergency management State Grant Programs:
Serve as Chair Pro-Temp of the Illinois Homeland Security Advisory Council.
Implements policies and procedures for effective implementation, conforming to all federal guidelines, rules, and regulations.
Monitors the programs and policies related to all State and Federal homeland security and preparedness programs.
Provides strategic oversight of the awarding and/or obligation of funds for grants, cooperative agreements, and other related instruments and services, such as discretionary, formula and direct beneficiary grant awards to ensure compliance with State and Federal policies and law:
Coordinates on-site reviews, audits, and indirect cost rates with other state grant-making agencies.
Coordinates with Department legal staff for resolution of grantee non-compliance issues.
Identifies deficiencies or weaknesses regarding grant accountability to include corrective actions to facilitate improvements related to compliance.
Provides guidance and facilitates training to assigned staff.
Counsels staff regarding work performance.
Reassigns staff to meet day-to-day operating needs.
Prepares and signs performance evaluations.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Seven (7) years of financial and/or program management experience in homeland security, emergency management or other related public safety fields.
Seven (7) years of professional experience with most of the work including projects directly related to public safety preparedness, public-private coordination, or a combination thereof.
Requires ability to travel in the performance of duties, with overnight stays as appropriate. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
The ability to obtain and maintain a Secret Security Clearance.
