Programs include Head Start, Early Head Start, State PreK, full day Child Care, and Project First Steps for Mental Health Services.

Annual Budget of $10 million, supports 500 children in four agency owned facilities and 130 staff.

Job description below outlines responsibilities and position requirements.

Responsibilities: Serves as Chief Executive Officer of the corporation with operating responsibility for policy implementation, program administration, fiscal management, personnel administration, and program planning and evaluation.

Policy Implementation

  • Facilitates the recognition and understanding of the roles and responsibilities of the Board of Directors, Policy Council, and staff; ensures the differentiation of policy decisions and day-to-day operations.
  • Serves as a non-voting member of the Board of Directors, providing leadership as to meeting the needs of the target population, and representing the corporation’s best interest in the community.
  • Serves as staff advisor to Policy Council, providing necessary resources and information for informed decision making.
  • Encourages regular communication and interaction between Board and Policy Council members.
  • Ensures full implementation of all policies and procedures established by the Board and Policy Council. Interprets policy in daily program activities.
  • Promotes and facilitates maximum consumer involvement in all policy decisions.

Program Administration

  • Directs and coordinates staff in the day-to-day operations of all agency programs.
  • Ensures compliance with all federal, state, and local regulations and funding requirements.
  • Develops mechanisms for on-going supervision and periodic program assessment to ensure quality of services.
  • Ensures open and regular communication among staff, and between staff and program recipients.
  • Develops an atmosphere of support for agency programs within the community.

Fiscal Management

  1. Takes all precautions to safeguard the assets of the corporation.
  2. Supervises the implementation of the fiscal management system, ensuring compliance with all grants, contracts, and funding sources.
  3. Prepares agency budgets according to program needs and obligations, and upon approval of Board and Policy Council, ensures implementation.
  4. Maintains fiscal control of all agency assets, authorizing all purchases and expenditures.
  5. Provides for an annual audit of all agency accounts, and the submission of such to all funding sources.
  6. Informs the Board and Policy Council of the financial status of the agency.

Personnel Administration

  1. Develops and periodically updates an effective staffing plan that defines and delineates position functions and responsibilities.
  2. Ensures the preparation of written personnel policies and procedures, and compliance by all parties.
  3. Facilitates the hiring and termination of all personnel in accordance with agency policy.
  4. Provides leadership, supervision, technical assistance, and periodic performance evaluation of all administrative staff.
  5. Ensures the development and implementation of a comprehensive in-service and supplementary training and technical assistance program for all staff.
  6. Ensures the confidentiality of all personnel records and authorizes all information releases.

Program Planning and Evaluation

  1. Fosters and develops agency’s capacity to administer programs that meet the needs of the target population.
  2. Keeps abreast of current research and potential funding sources to meet the needs of the target population.
  3. Prepares and/or arranges for grant / proposal submissions, as approved by the Board and Policy Council.
  4. Provides for an annual assessment of community needs, to include both statistical data and informal consumer input.
  5. Ensures a thorough annual self-assessment of all program activities, including improvement plans as indicated.

Requirements: Advanced degree in child development and family studies, five year’s experience in program administration, and demonstrated fiscal, human resources, and grant management capabilities.
