The Air Force Civilian Service (AFCS) is looking for a Term, Full-Time, General Engineer, GS-0801-14 to work at the Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), Detachment 1, Spaceport of the Future, Program Management Office (PMO) at Joint Base San Antonio-Lackland, TX. The position will be based in Joint Base San Antonio-Lackland, TX, but will require regular travel to Vandenberg SFB and other USSF locations, normally 1 week/month or less, but possibly as much as 2 weeks/month during periods of greater activity.

This position is a TERM position NOT to exceed 4 years but may be extended or lead to a permanent position.
• Retiring or retired members of the Armed Forces to positions in any DoD Component during the 180 days immediately following retirement may only be made in accordance with DoDI 1402.01 and may require a waiver for appointment prior to the 180 days from official military retirement.

• Up to 50% Travel possible

Qualifications/Requirements: The primary purpose of this position is to serve as a General Engineer and Strategic Planning Advisor contributing functional and technical leadership and expertise in civil engineering principles, practices, and management. Executes projects within the Military Construction program and integrates these projects within the overall Spaceport of the Future program. Solves strategic direction, planning, and resourcing problems related to infrastructure and mission support and requirements. Forms and advocates policy positions regarding civil engineer activities with SAF, HQ US Space Force, HAF, DoD agencies, OSD, Joint Staff, and FIELDCOM/MAJCOM/COCOMs.
• A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired.
• May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
• May occasionally require travel away from the normal duty station on military or commercial aircraft.
• Must obtain and maintain a Secret security clearance.
• Utilizes Air Force Civil Engineering expertise, develops, analyzes and implements policies and procedures to provide, facilities and represent the SAF, HQ US Space Force, HAF, DoD agencies, Joint Staff, and HQ AFIMSC/Det 1 PMO and divisions in matters relating to enterprise-wide civil engineering transformational change, organizational change management (OCM) and continuous improvement initiatives.
• Analyzes a wide range of strategic information and prepares reports, proposals, briefings, and advocates, as necessary, to communicate the Civil Engineering enterprise’s position regarding matters at the strategic level.

Knowledge of a wide range of professional engineering concepts and of program management (integrated installation planning, asset management, mechanical, civil, electrical, and environmental), and all maintenance and sustainment programs for Air Force installation-built infrastructure, and engineering concepts, principles, and practices; knowledge of Air Force Civil Engineering goals and objectives and utilizing the AF and Space Force SPPBE (Strategy, Planning, Programming, Budgeting, and Execution) process cycles and engagement opportunities and budgeting cycles, financial control and budget systems and management to provide advisory services. Knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering. Knowledge of applicable HQ USAF and USSF instructions, policy, and guidance letters associated with the various asset management, and civil engineer programs along with a general knowledge of programming rules.
• Ability to research, analyze, interpret, congressional language and regulations, DoD and federal agency rules, and incorporate into Air Force policy and guidance. Skilled in change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle, ability to recognize and analyze programs and situations, and develop rules and procedures for timely and economical solutions.

OTHER REQUIREMENTS/SIGNIFICANT FACTS: For General Engineer (0801): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (b) strength of materials (stress-strain relationships); (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
