Strategic Financial Advisor/Budget Analyst

The Accounting and Budgeting Services division is seeking qualified candidates for the position of Strategic Financial Advisor/Budget Analyst (Strategic Advisor 2 – FB&A). This position will work with the team analyzing, producing, monitoring, and defending the $428 million budget of 16 different divisions of FAS, as well as the Office of City Finance.

The Accounting and Budget Services Division provides high quality budget, project controls and accounting services for FAS.

ABOUT US :
FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

The 450-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 120 City facilities—including police and fire stations—coordinating logistics and emergency management and making sure minority-owned businesses can equitably compete for City contracts.   • Perform as a team lead for the annual budget development and the FAS’ revenue and rates processes, providing technical expertise and strategic guidance, and collaborating with stakeholders.
  • Design, develop, and evaluate budget rate proposals, producing in-depth scenario analysis, measuring program performance, and providing recommendations to senior leadership. 
  • Perform financial and policy research and analysis, including reviewing various funding and operational models for long-term impacts.
  • Develop, advise, and defend long-term strategic financial policy recommendations to FAS leadership and Central Budget Office (CBO) partners. 
  • Develop and prepare financial and budget management reports, revenue tables, and financial plans that will significantly influence decisions by department and City leaders.
  • Partner with other members of the budget team to exchange focus areas, provide back-up as needed and serve as a budget and policy team lead providing broad support across the department.
Minimum Qualifications :
  • Bachelor's degree in business or public administration, finance, accounting, or a related field; and
  • Four (4) years of relevant experience in the areas of budget, and/or accounting, and/or financial policy analysis.
A combination of education, training or experience that provides an equivalent background required to perform the work of the class will be considered.

This position is classified as a Strategic Advisor 2 – FB&A. The full salary range for this job classification is $47.85 - $71.80 per hour. This position is FLSA exempt (not eligible for overtime) and is Civil Service. The entry salary is expected to be mid-range.

Work Environment
This position requires a minimum of two days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.
