BASIC FUNCTION:

Howard University seeks a seasoned research financial administrator with functional contracts and grants management expertise to join a rapidly growing HU research enterprise. This leader is central to ensuring efficient and effective financial processes, procedures, and systems that advance and sustain HU's research footprint and support its strategic pillar of inspiring new knowledge and providing oversight to the Howard University Affiliated Research Center (UARC).

SUPERVISORY ACCOUNTABILITY:

The Director of UARC Operations and The Director of Sponsored Programs Post Award will report to the incumbent.

NATURE AND SCOPE:

The AVP for Sponsored Programs Post Award oversees post-award administration, financial compliance, and training for the University's ~$100 million in sponsored awards. Initially, this senior leadership position will focus primarily on providing financial leadership on the University's University Affiliated Resource Center (UARC) and building its capacity to be autonomous and compliant with all federal requirements. The incumbent will work closely with the Assistant Vice President for Sponsored Programs Pre-Award to successfully administer the UARC, including oversight of the Consortium partnership of the awarded contract.

PRINCIPAL ACCOUNTABILITIES:

The successful candidate will be an individual whose background demonstrates a commitment to Howard's values of Leadership, Excellence, and Truth in Service and has demonstrated knowledge and experience in the following areas:
  • Senior-level experience in UARC government contracting.
  • Contract assessment, evaluation, and renewal processes and procedures.
  • Contract financial reporting, accountability, and oversight of contract burn rates.
  • Budget and Funds and Man-Hour Expenditure Reporting.
  • Troubleshooting and preventing the escalation of budget and financial-related problems and challenges should such issues and challenges arise.
  • Senior-level administrative and management expertise in post-awards processes, procedures, and financial compliance within a University Affiliated Research Center (UARC).

CORE COMPETENCIES:
  • Management Accounting and Analysis : Provides subject matter expertise for federal compliance related to burn rate rates, effort reporting, and related services. Work to create comprehensive high-level dashboard reporting for executive leadership review.
  • Policy Development, Communication, and Monitoring: Develop, write, and communicate necessary accounting, financial, and administrative policies and procedures to guide the internal staff and university units. Interpret and provide advice and guidance to senior leaders and principal investigators on the authority for and appropriateness of proposed expenditures, the applicability of state and federal laws and regulations, and the impact of proposed legislation.
  • Post-Award Operations: Oversees post-award operations from notice of award and initiation of projects through contract completion and closeout. Oversees preparation of financial reports and billings for sponsored projects and monitors compliance with applicable terms and conditions and policies and procedures. Interfaces with Sponsored Programs Pre-Award Office, Principal Investigators, and sponsors to ensure acceptable terms and conditions.
  • Post Award Fiscal Compliance: Oversee the fiscal analysis and compliance review of sponsored projects, service centers, and other sponsored accounts. Assists schools/colleges and central administrative units with information, training, and advice to mitigate risk of non-compliance with sponsor terms and conditions.
  • Financial Reporting: Work hand in hand with the UARC Executive Director and administrative team to ensure that all required UARC Financial Reporting is consistent with required UARC Programmatic Reporting before said reporting is submitted to the DoD. Assist in interpreting policy, guidance, and regulations relevant to the research administration community and provide documentation for external audit.
  • Policy Review and Training: Advises and provides training related to the administration of sponsored programs and fiscal procedures to principal investigators and campus community members. Develop a roles and responsibilities matrix to reinforce accountability. The Assistant Vice President for Sponsored Programs Post Award will be expected to keep current on new and emerging sponsor and contract requirements, university policies, and state and federal regulations regarding sponsored projects and contract administration. They will work with the AVP for Research to implement campus-wide research administration policies, procedures, FAQs, and training materials.

The Office of Research is supportive of flexible work arrangements when aligned with the ability to meet the needs of the unit and the essential duties of the position. The location of this position is flexible, and it can operate remotely within the United States, depending on the right candidate.

MINIMUM REQUIREMENTS:
  • Successful candidates must have a Master's degree in a business-related field
  • 10-15 years of progressive research administration experience (or an equivalent combination of education and experience).
  • Track record of leading teams in an IHE, governmental or nonprofit environment.
  • Willing and able to travel.
  • Must be a United States Citizen or Green Card holder
  • Ability to gain a TS/SCI security clearance.
