Community Development Compliance and Environmental Coordinator (Community Development Analyst) SALARY INFORMATION Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization. This eligible list will be used to fill current and future Community Development Analyst positions within OC Community Resources/OC Housing & Community Development. This eligible list may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange. OC COMMUNITY RESOURCES (OCCR) OC Community Resources is a multi-faceted department comprised of OC Animal Care, OC Community Services, OC Housing & Community Development, OC Parks, and OC Public Libraries. OC HOUSING & COMMUNITY DEVELOPMENT The County of Orange, Housing & Community Development is a division of OC Community Resources that administers affordable housing development, community development, and housing authority programs. THE OPPORTUNITY The Community Development Compliance and Environmental Coordinator position is essential to ensuring compliance with the Federal National Environmental Policy Act (NEPA), overseeing the proper use of Federal Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) funds, as well as Project Based Vouchers (PBVs) and tracking affordable housing development project environmental review process. This specialized role is within OC Housing & Community Development at OCCR and reports directly to the Community Development Manager. This position is responsible for the overall compliance of the County’s Federal CDBG, HOME and ESG grant funding from the U.S. Department of Housing & Urban Development (HUD). This includes coordination with the Community Development Manager on development and implementation of the HUD Annual Action Plan outlining how Federal funding will be allocated each year and responsible for year-end Consolidated Annual Performance and Evaluation Report (CAPER) reporting on how funding was spent. The incumbent is responsible for overseeing input into the HUD Integrated Disbursement and Information System (IDIS) and setting up all projects, including use of the County’s accounting system to create project setup. The role includes overseeing reports run out of IDIS and produces reports for management review on drawdown of funding and compliance milestones. Additionally, this position is responsible for reviewing and implementing NEPA compliance, including processing Environmental Assessments for affordable housing as needed with consultants for affordable housing developments and overseeing contract monitoring for compliance and timely drawdown of funding. DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will have three (3) or more years of experience working with grants management/compliance, and at least two (2) years of work experience in CDBG, HOME, or ESG funding and knowledge of the NEPA and project timelines for Environmental Assessments. A bachelor’s degree or higher in public administration, public policy, finance, business administration, economics, political science, urban planning, or other related field may substitute for one (1) year of grants management/compliance experience. Knowledge in Federal, State, and Local funds related to community development and affordable housing programs and NEPA compliance. In addition, the ideal candidate will also possess demonstrated expertise in the following core competencies: Technical | Project Management Overseeing the compliance program for CDBG, HOME and ESG funding. Overseeing NEPA environmental process reviews and State Historic Preservation Office clearance process. Preparing environmental assessments for projects and housing developments supported and funded through the Annual Action Plan, Continuum of Care and the County’s Supportive Housing Notice of Funding Availability including Project Based Vouchers. Review of encumbrance process, budget process, and overall contract process for Community Development projects. Knowledge of HUD reports and plans including Annual Action Plan and Consolidated Annual Performance and Evaluation Report. Working knowledge of HUD’s Integrated Disbursement and Information System (IDIS). Utilizing Microsoft Office including Excel, Word, and Outlook to complete work tasks.
