This recruitment is promotional only. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. Overseeing and participating in code enforcement investigation and abatement activities for the County, the Permit Sonoma Department’s (PRD) Code Enforcement Manager plans, assigns, and directs the work of the Code Enforcement Division. This position supervises three Senior Code Enforcement Inspectors, five Code Enforcement Inspectors, one Secretary, and one Senior Office Assistant. Additional responsibilities include: Reviewing cases and offering direction to staff on compliance measures and next steps Conducting field inspections, warrants, and abatement actions at a variety of sites Performing emergency assessments of site, structure, and infrastructure conditions to identify and document safety concerns Coordinating case referrals to the County of Sonoma’s County Counsel Preparing documentation and staff reports for administrative hearings Coordinating and supervising the daily workload of code inspectors and clerical staff Training new and current staff, and providing employee performance evaluations The ideal candidate will possess many of the following: Extensive code enforcement experience requiring coordination with legal counsel Solid research and analytical skills with expertise in reviewing, interpreting, applying, and implementing codes and regulations Excellent technical and writing skills with the ability to prepare and present reports of evaluation findings The ability to communicate effectively with employees and the public in a positive, professional manner The proven ability to work with a high degree of tact and discretion in dealing with legal counsel, executives, all levels of staff, other agencies, and the public The ability to work in a fast-pace environment, prioritize numerous tasks and demands, and make decisions independently Certification as a Code Enforcement Officer through the California Association of Code Enforcement Officers (CACEO) Completion of a PC832 class on the laws of arrest Job details: Hours are normally Monday through Friday, 8 a.m. to 5 p.m. PST in an office environment, with flexibility for emergencies, evenings, weekends, holidays, inclement weather, and other critical events, including travel to rugged, remote locations using county vehicles. Title: PRMD Division Manager Application submissions require the Supplemental Questionnaire to be completed. License: Possession of a valid California driver’s license at the appropriate level including special endorsements, as required. Experience: At least four years of increasingly responsible experience, including project leadership, administration, management, or supervisory roles, particularly in code enforcement investigations and reporting. Education: Training at an accredited college or university in subjects such as code enforcement practices, investigative practices, building inspection, public health, planning, environmental studies, business administration, business law, public administration, management, supervision, speech, public relations, or biological or physical sciences. Probationary Period: All administrative management employees serve a one-year probationary period. Knowledge, Skills, and Abilities Thorough knowledge of public personnel administration, county government, and related agencies, supervisory practices, training, and techniques. Knowledge of laws, codes, rules, and regulations related to building, planning, and public health code enforcement. Considerable knowledge of modern budget, program, and systems management. Strong communication, leadership, conflict resolution, and performance management skills. Working knowledge of investigative principles, interviewing techniques, public speaking, and public relations. Ability to determine work priorities, coordinate schedules, manage resources, and prepare clear written reports. Ability to supervise complex projects, enforce regulations, and maintain effective working relationships.
