Director of Operations - Overview The New York City Department of Transportation (DOT) Commissioner Office is seeking an experienced and highly strategic Director of Operations to join the executive management team of the agency. This critical leadership role supports the First Deputy Commissioner in overseeing six operational divisions and advancing the core objectives, long-term priorities, and interagency initiatives of the agency. The Director of Operations will serve as a senior advisor on operational strategy, workforce management, and program execution. The role requires exceptional judgment, strong leadership, and the ability to navigate complex bureaucracies while managing high‑profile, citywide initiatives. Responsibilities In this position, the Director will support the First Deputy Commissioner in the management and oversight of six operational divisions, providing high‑level guidance on staffing, operations, and policy. The role includes leading key administrative functions such as the hiring and selection of senior division personnel, while also developing, reviewing, and refining workplace guidelines and protocols for both field and office staff. The Director will be responsible for troubleshooting operational challenges that may impede the goals of the agency and for assessing and advancing space, equipment, and personnel needs across divisions. Additionally, the position participates in agency‑wide reviews of hiring and promotional decisions to ensure consistency and alignment with organizational priorities. The Director of Operations will also provide leadership in the launch and implementation of new or expanded agency programs and coordinate complex initiatives that require collaboration across multiple divisions. This includes overseeing major citywide efforts and ensuring that operational components are fully aligned with agency objectives. A significant part of the role involves supervising the Office of Safety Education and Outreach, which manages key Vision Zero and public education initiatives such as Vision Zero Street Teams, helmet distribution events, Bike to School programming, the deployment of bike trailers, and the e‑bike trade‑in program. The position also serves as a primary representative for DOT in high‑level interagency meetings with City Hall, external agencies, and elected officials. The Director will direct agency resources in support of task forces and initiatives led by City Hall, including those focused on homeless encampments, affordable housing, utilities, and small business support. Beyond citywide coordination, the Director will provide operational support to Borough Commissioner Offices and help ensure that needs at the borough level are addressed promptly and effectively. Finally, the Director will coordinate the role of the Commissioner Office in emergency planning, preparedness, and incident response. This includes developing strategies, aligning resources, and overseeing operational participation during emergencies or large‑scale city events. Through these responsibilities, the Director of Operations plays a central role in advancing the mission of the agency and ensuring effective, consistent, and responsive operations across all DOT divisions. Minimum Qualifications A baccalaureate degree from an accredited college and four years of satisfactory, full‑time progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full‑time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
