SUMMARY Under the general direction of the VP – Housing Operations, the Director of Housing Operations performs a wide range of activities in support of the administration of FWHS’s housing assistance programs, including Housing Choice, Mainstream, Veterans Affairs Supportive Housing (VASH), Family Unification Program (FUP), Emergency Housing (EHV), Project Based Vouchers, Rental Assistance Demonstration program, and Special Programs. The Director is responsible for managing the daily activities of a group of housing professionals including overall performance and compliance with HUD rules. ESSENTIAL DUTIES AND RESPONSIBILITIES The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. Assists in supervision of all HCV personnel; monitors compliance with HUD, federal, and local regulations; oversees staff training, performance, and workflow; conducts quality control audits; ensures SEMAP standards are achieved; prepares and submits HUD reports; supervises landlord services and inspection programs; and ensures professional communication with landlords, tenants, and stakeholders. Manage comprehensive HCV program operations including VASH program, SRO vouchers, special allocation vouchers. Direct all aspects of program administration including application intake, screening, annual and interim recertifications, and ongoing eligibility determinations. Ensure compliance with HUD regulations, federal requirements, HOTMA provisions, SEMAP indicators, FWHS policies, and reporting obligations in HUD’s PIC/HIP systems across all program activities. Develop and monitor policies and procedures for successful HCV program operations, ensuring alignment with evolving federal guidance. Coordinate proposed changes to the Section 8 Administrative Plan, SEMAP performance standards, and PIC/HIP reporting needs, and implement policy updates effectively. Oversee program reporting and performance monitoring to maintain high SEMAP ratings, ensure timely and accurate, and meet all HOTMA and PIC/HIP compliance requirements. Serve as Contract Administrator for HQS/NSPIRE inspection contracts and conduct quality assurance reviews to ensure contractor compliance for 3rd party vendor. Assist with the preparation of the annual operating budgets for the HCV Division. Monitor expenditures, forecast voucher utilization, and manage budgetary variations in a timely manner. Manage Housing Assistance Payment (HAP) and Utility Allowance Payment processes for timely and accurate processing. Implement payment standards, rent reasonableness studies, and utility allowance updates annually. Recruit, train, manage, and direct staff in the HCV department to ensure knowledgeable and effective program operations. Conduct training sessions with staff on existing and new procedures. Ensure staff demonstrate comprehensive knowledge in all areas of program operations. Foster professional development and maintain high-performance standards Specialized Program Management. Provide monthly management reports. Performs other related duties as assigned. EDUCATION, LICENSES, AND CERTIFICATIONS Bachelor’s degree from an accredited college or university, with a major in Public Administration is required. Must possess a valid Texas Driver’s License and have a clean driving record (fewer than 3 moving violations in the last 3-year period) and must maintain licensure and clean driving record for the duration of employment and be eligible for coverage under the FWHS’s fleet insurance policy. SKILLS AND EXPERIENCE Five (5) years of assisted housing experience with increasing responsibility; management or supervisory experience preferred. Knowledge of FWHS policies, procedures, and operations of housing assistance programs including HCV, RAD, PBV, PSH and supportive services. Knowledge of HUD regulations related to FWHS’ housing assistance programs. Strong financial, analytical, and reasoning skills. Ability to handle confidential and sensitive matters and resolve disputes professionally. Ability to create and maintain effective working relationships with internal and external business partners. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing. OTHER REQUIRED QUALIFICATIONS Employee must consent to and pass a drug screen and criminal background check. TECHNICAL SKILLS To perform this job successfully, an individual should have average abilities using computer software such as Microsoft Word, Excel, and Outlook, able to gain proficiency quickly in Microsoft 365 programs, including Teams, and be capable of using internet resources for research and developing reports. Ability to learn other computer software programs as required by assigned tasks. The employee must occasionally lift and/or move up to 25 pounds. The noise level in the work environment is usually quiet.
