Job Purpose
The Project Manager for the Concrete Restoration and Design team is responsible for leading restoration projects from initial assessment through construction closeout. This role combines technical expertise with project leadership to ensure that all work is executed safely, efficiently, and in accordance with engineering standards and client expectations. Project Managers coordinate directly with clients, contractors, and internal teams, oversee field inspections on behalf of the Engineer of Record (EOR) or Special Inspector (SI), and produce clear, accurate documentation including field reports, repair protocols, and construction administration deliverables.
Responsibilities
include scope development, budgeting, scheduling, progress tracking, and facilitating timely resolution of onsite issues. This role requires regular fieldwork and job‑site presence, along with strong communication and decision‑making skills.
If licensed as a Professional Engineer, the Project Manager will also assume EOR responsibilities at project kickoff, providing technical leadership and sealing engineering documents as required. Main Duties and Responsibilities: Independently manage and lead multiple concrete restoration projects from initiation through closeout, ensuring safe, compliant, and high‑quality execution for both internal clients and external clients.
Perform field inspections for concrete restoration and structural repair work, documenting findings accurately and consistently in accordance with company standards and the Engineer of Record’s intent. Prepare field reports using the company’s latest technology platforms, ensuring efficiency, accuracy, and timely completion of field data management requirements.
Track repair quantities during inspections and maintain accurate quantity logs to support transparent coordination with contractors and alignment with approved repair scopes. Review contractor pay applications by comparing claimed quantities with inspected and approved areas, and issue recommendations for payment only when fully substantiated and protective of the client’s interests.
Review and negotiate contractor change orders, validating scope, quantities, unit rates, and market alignment to safeguard and advocate for the client. Coordinate closely with contractors to schedule repair work, confirm readiness for inspections, and maintain continuity of field operations.
Coordinate staffing needs with internal clients (team leads and department leadership), requesting additional resources such as Staff I/II support where project volume requires it. Develop repair protocols and restoration repair details, ensuring technical accuracy and compliance with the Florida Building Code, applicable engineering standards, and accepted restoration practices.
Serve as Engineer of Record (EOR) if licensed, assuming full technical responsibility from project kickoff, including sealing engineering documents, interpreting code, and overseeing technical decisions. For unlicensed Project Managers, independently manage all project duties while consulting with the EOR as a technical subject matter expert.
The PM remains responsible for execution, decision tracking, and day‑to‑day project leadership. Adhere strictly to project scopes of work, contractual requirements, and executed proposals, ensuring all project tasks aligned with approved services.
Support design development activities by preparing bid forms, aligning quantities and scopes with EOR design documents, and assisting with engineering estimate analysis for bid allowances and permitting packages. Coordinate project schedules internally and externally, ensuring necessary resources are available and work sequences support safe and efficient project progress.
Lead and mentor project engineers, inspectors, and field personnel, reinforcing technical development, restoration best practices, and adherence to company standards. Maintain strict compliance with OSHA regulations, including Suspended Scaffolding standards, engineering codes, and all applicable safety requirements.
Manage the financial performance of assigned projects, ensuring budgets, time entries, labor allocations, and billing align with contract expectations. Including follow up on outstanding payments, maintaining professional communication to support the financial health of the project and the company.
Communicate clearly and professionally with external clients such as property managers, attorneys, contractors, building officials, and with internal clients across multidisciplinary teams. Identify project risks early and proactively resolve issues, escalating concerns that may affect schedules, budgets, or deliverables while working to always protect the client’s interests.
Stay current with concrete restoration technologies, materials, methodologies, and industry best practices to continuously improve project execution. Professional Qualifications: Bachelor’s/Master’s degree in Engineering or a closely related field from an accredited college or university, or documented combination of education and professional experience in related engineering field.
Professional Engineer, Registered Architect, or General Contractor license preferred. Possession of a valid State of Florida Driver’s License and reliable transportation required.
Additional preferred certifications: OSHA 10, Swing Stage, PTI Unbonded Repair Level 1, PMP. Minimum Experience: 4–7 years of experience in engineering, construction, inspection, or restoration.
Prior concrete restoration experience is required (inspections, field evaluations, repair design coordination, or similar).
Experience
with structural repair projects, building envelope assessments, or forensic investigations preferred. Demonstrated project management experience, including budgeting, scheduling, and team coordination.
Skills
and Abilities: Fluent in English (read, write, speak, and interpret content). Strong technical knowledge and understanding of construction practices.
Excellent leadership, organizational, and communication skills. Ability to manage multiple priorities and meet deadlines under pressure.
Demonstrated problem‑solving skills and a proactive mindset. Proficient in project management software and Microsoft Office Suite.
Physical Demands: Necessary to perform the assigned duties safely and effectively: Ability to sit with back at a 90‑degree angle for up to 8 hours per day. Ability to look at a computer for up to 8 hours per day.
Ability to stand upright for up to 8 hours per day. Must be able to access and navigate job sites and construction areas (uneven terrain, exposure to outdoor weather elements).
Bending, stooping, squatting, kneeling, laying, crawling, and twisting required up to 30% of the time in this role. Must be able to ride in a hoist and/or swing stage.
Must be able to lift, push, pull, and carry up to 50 pounds at times. Must be able to use right and left foot for repetitive movements as in operating controls or levers.
Full dexterity of wrists and fingers required with repetitive motions. Must be able to see near, in the distance, color, depth, and range.
Safety equipment, including but not limited to hard hat, OSHA approved footwear, safety glasses and safety vests, is always required while performing job functions on active construction sites. Safety gloves, ear plugs, and safety harness will be issued when appropriate.
Riding in a hoist and/or in a swing stage to be performed under strict adherence to the OSHA standards. Climbing ladders and scaffolds to be performed under strict adherence to the OSHA standards.
