SUMMARY:

The Grants Planning Manager advances the mission and goals of CAT through the identification and development of funding support that will implement thoughtful and technically sound plans and projects. May also provide staff support in the development, analysis, implementation, and community engagement of the Authority’s transit planning programs with direct responsibility for grants and funding opportunities including research, development and required reporting. The Grants Planning Manager leads the grants development functions within CAT and coordinates through the Chief of Planning and Infrastructure Development.


The Planning department is responsible for scheduling, capital programs, and intergovernmental coordination. The Planning department prepares short range and long range plans for the authority, prepares grant applications, and performs other analysis duties as assigned.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Works as an extension of the Chief Strategy Officer, thinking and operating strategically.

• Contributes to the development of the departmental work program at the direction of the Chief

Planning and Infrastructure Development (CPID) Officer.

• Develops, maintains and updates grants and funding program databases, including database

reports, scenarios, and cost benefit analyses.

• Maintains effective communications with external stakeholders, the CAT Board and internal

departments. Effectively communicates CAT services and initiatives in public forums.

• Stays abreast of all grant requirements as well as legal, regulatory and policy development

affecting areas of responsibility.

• Treats passengers and employees with respect and dignity and ensures the needs of passengers

and employees with disabilities are accommodated and/or addressed (within their area of

responsibility) in accordance with the ADA and FTA regulations so that they can fully benefit from

CAT as a service-provider AND AN EMPLOYER.

• Performs other duties as assigned by the CPID Officer.

• Pursues funding opportunities and maintains associated stakeholder relationships.

• Drafts related contracts in collaboration with Procurement Manager.

• Prepares grant proposals and applications. Responsible for grant application process from initial

application submission to execution in FTA or other related software systems.

• Evaluates project costs and benefits, and submits project justification and supporting data for

management review.

• Coordinates through the CPID Officer with CAT finance department and legal counsel regarding

proposed and ongoing capital projects.

• Agency Coordination and Public Engagement.

• Responsible for coordinating with the Systems Planning Manager for submissions to the MPO

information required for the Transit section of the Transportation Improvement Plan adopted

each year by the MPO, amended when necessary and incorporated into the State of Georgia

Transportation Improvement Plan.

• Works closely with the Procurement Manager to ensure applicable grant requirements are

incorporated into procurement activities

• May represent CAT at various county, district, state, federal, and public meetings including MPO

Technical Coordination Committee (TCC).

• May interact with, and make presentations to, community organizations, non-profits, and private

businesses to support CAT Public Outreach Programs.

• Briefs members of the public and representatives from the community on grant and funding

applications.


EDUCATION and/or EXPERIENCE:

• Bachelor’s Degree required, preferably in Urban Planning, Public Administration, Engineering,

Geography, or similar field of study. Master’s degree preferred.

• Requires at least four (4) years professional experience in transit planning or community

planning, public administration, or related duties. Preferred experience with one or more of the

following: Transit/Transportation industry (agency or consultant), Geographic Information

Systems, AICP, PE or PMP.

• A minimum of (4) years of work experience successfully performing contract administration,

proposal preparation, contract negotiation and procurement or a majority of the duties described

above.

• A combination of training, education and or experience that provides the required knowledge,

skills and abilities may be considered when determining minimum qualifications. Advanced

relevant coursework may also substitute for a portion of required experience.


KNOWLEDGE, SKILLS, AND ABILITIES:

• Thorough knowledge of the principles, standards, and practices of transportation planning and

modelling, and comprehensive knowledge of transit service along with statistical research

methods, policy development, and strong research methods and techniques.

• Excellent analytical, budgeting, verbal and written communication skills for preparing reports and

making presentations to decision makers and the ability to deal tactfully and effectively with

employees, the general public, governmental officials, professional and technical persons as well

as making presentations at public meetings.

• Sound judgment and highly developed management, organizational and interpersonal skills as

well as problem-solving skills related to analytical and quantitative methods.

• Thorough understanding of the relationship between land use and transportation.

• Understanding of how active transportation interacts with transit.

• Skill and experience in complex analytical and/or modelling procedures, and cost-benefit

analyses.

• Ability to manage complex, multi-disciplinary projects and to carry out special studies completed

in a timely fashion.

• Knowledge of applicable Federal, States and Local laws, rules and regulations related to transit

including National Transit Database (NTD), Americans with Disabilities Act of 1992, and Title VI of

the Civil Rights Act of 1964.

• Experience working with municipal and regional transportation issues including coordinated

planning through a Metropolitan Planning Organization.

• Knowledge of fiscal and human resources policies and legislation/regulations regarding safety,

employment, etc.

• Knowledge of FTA grant programs such as 5307, 5303, etc., as well as experience working with

the FTA grant portal TRAMS.
