JOB DESCRIPTION: DISTRICT ELECTRICIAN
PRIMARY RESPONSIBILITIES
Under the direct supervision of the General Manager and Assistant General Manager and working closely with the Operations Manager, the District Electrician develops, installs, maintains, troubleshoots, tests, and repairs the District’s communications, telemetry, automated controls systems, supervisory control and data acquisition (SCADA) system, and electrical and electronic components utilized in the District’s water production and distribution system. This includes electrical maintenance of nine (9) pumping plants, 18 groundwater wells, and high voltage power lines.
TYPICAL TASKS AND DUTIES
Include, but are not limited to:
· Performs conventional electrician tasks including, but not limited to, the installation, maintenance, and repair of electrical circuits, motors, controls, and all electrical facilities and equipment of the District from one (1) milli volt through 12,000 volt.
· Performs conventional electrician tasks including, but not limited to, the maintenance and repair of electrical circuits, motors, controls, and all electrical facilities and equipment of the District for low and medium voltage.
· Performs tests and maintains records as required.
· Program, install, and operate programable logic controller (PLC), human machine interface (HMI), and SCADA equipment.
· Program, install, and operate instrumentation.
· Schedules and performs preventative maintenance of electrical facilities and equipment as well as diagnose problems and make necessary repairs.
· Troubleshoots District electrical facilities and equipment, identifies the problem(s), and makes necessary repairs.
· Troubleshoots SCADA system and associated software and equipment with sub-contractors.
· Maintains all electrical aspects of the District pumping plants, including installing or assisting with the installation of new pumps, motors, and facility operating equipment.
· Maintains all electrical aspects of the District distribution system, including installing or assisting with the installation of new pumps, motors, and facility operating equipment.
· Maintains all electrical aspects of the District groundwater wells, including installing or assisting with the installation of new pumps, motors, and facility operating equipment.
· Maintains electrical test equipment and supplies.
· Purchase materials and maintain inventory of commonly used spare parts and materials.
· Maintain a clean and orderly supply room.
· Able to develop, read, and understand electrical schematics and diagrams.
· Schedule and manage sub-contractors and associated paperwork.
· Performs other related work as required.
· Performs special projects as assigned by the General Manager and Assistant General Manager.
· Be available for off hour “on-call” status.
DESIRABLE EDUCATION AND EXPERIENCE
EDUCATION: Graduation from High School or equivalent G.E.D. certificate plus two (2) years of college level and/or trade school electrical and electronic course work in computerized integrated automation, or equivalent, or completion of 30 college semester units in electrical and electronic course work, or equivalent. Military electrical or electronic training, and/or a California Contractors State License Board C-10, or equivalent, is acceptable and qualifying work experience will be considered in-lieu of college and/or trade school credits.
EXPERIENCE: Seven (7) years experience as an electrician in general and industrial electrical installation and repair work, including high (12,000) and medium (4,160) voltage experience. Five (5) years experience working with computerized process controls, SCADA, telemetry, and digital and analog communications, plus five (5) years experience in the operations and/or maintenance or pumping plants (e.g. motors, pumps, etc.) and related facilities or equivalent.
KNOWLEDGE AND ABILITIES
Knowledge of the theory, principles, methods, materials, tools, and equipment used in the installation, maintenance, and repair of electronic and electrical controls, instrumentation, telemetry, and test equipment used in troubleshooting, testing, and calibration. Knowledge and understanding of the National Electrical Code (NEC) and other electrical codes as applicable. The successful candidate must obtain a thorough knowledge of District distribution facilities and operations in regards to electrical switchgear, distribution system operation, electronic and electrical controls, telemetry, SCADA systems, HMI systems, emergency procedures, and organizational policies.
The candidate should have the ability to:
· Assume responsibility for maintaining the District’s electrical infrastructure and systems.
· Assume responsibility for maintaining the District’s communication/telemetry systems.
· Anticipate problems concerning electronic instrumentation, including the development, planning, and implementation of solutions.
· Analyze emergency situations quickly and accurately and take effective action.
· Effectively receive and disseminate information (including oral and written reports).
· Develop and maintain effective work relationships with fellow District employees, water users, landowners, representatives of other agencies, and sub-contractors, deal tactfully with the public, and exercise good judgement and initiative.
· Incorporate proper safety practices into the performance of job duties.
· Work outdoors when required during all times of the year, occasionally under conditions of extreme weather (i.e., heat, cold, dust, etc.)
· Expend substantial physical energy in connection with job duties.
· Must have a working knowledge of computer hardware and software in connection with job duties (e.g., Microsoft Office suite, PLC, HMI, SCADA).
· Knowledge of electrical safety and the ability to work with high voltage up to 12,000 volts.
· Be available for off hours “on-call” and work irregular hours during periods of emergency.
· Effectively demonstrate the application of all skills, knowledge, and aptitudes required to carry out the duties and responsibilities listed above.
· Interpret and apply District rules, regulations, and procedures.
· Be accurate, thorough, neat, and able to meet schedules and deadlines.
TYPICAL PHYSICAL ACTIVITIES
Include, but are not limited to:
· Operates District vehicles to travel between job sites.
· Must be able to periodically carry, push, pull, reach, and lift equipment and parts weighing up to 75 pounds.
· Stoops, kneels, crouches, crawls, and climbs during job activities.
· Communicates orally and written with District staff and public.
· Regularly uses telephone and computer communication.
· Stands and sits for extended periods of time.
· Walks on uneven terrain.
· Work involves exposure to cleaning solutions and chemicals.
· Hearing and vision within normal ranges and adequate to safely perform all job duties and responsibilities.
ADDITIONAL REQUIREMENTS
· Valid Class C California Driver’s License and acceptable Department of Motor Vehicles record.
· Designated safety sensitive position, a job-related physical examination and drug screening is mandatory.
WORKING CONDITIONS
Classification: Non-Exempt (Fair Labor Standards Act)
Hours: 7:00AM to 3:30PM, Monday through Friday, including a one-half hour lunch and two (2) fifteen (15) minute breaks.
Possible summer hours 6:00AM to 2:30PM.
Off hour “on-call” as required.
Other: Position is assigned a District computer, District vehicle for use to and from work, and a District cell phone.
