Develops, implements, and maintains computer programs in support of a wide range of energy data reporting and billing requirements. This includes assuming technical ownership of existing processes as well as creating new processes as needed. Must be able to quickly produce applications and software in support of an ever changing and complex business environment.

Utilizes technical skills to assure critical Oglethorpe Power billing data is provided with integrity, accuracy, and timeliness. Must be comfortable working with extremely large amounts of data and possess excellent troubleshooting skills. Is required to devise and create unique programmatic applications to meet departmental needs.

Works closely with others in the Energy Accounting and Settlements department to define the business requirements for multiple customers including OPC, GTC and the Member owners. Communicates effectively with customers and GSOC staff to ensure data needs are well defined and processes are created with the user in mind. Creates and maintains process documentation for current and future use of applications.

Makes use of multiple software tools to meet business needs. A strong knowledge of Excel VBA (Visual Basic for Applications) is required, with the ability to write, troubleshoot and debug code. Microsoft Power Platform applications, including Power BI, Power Apps, Power Automate and Dataverse is required to meet the demands of this position. Experience with SQL databases and stored procedures would be very valuable.

The successful candidate will take advantage of other software tools and programming languages needed to best support their responsibility for creating unique and complex energy accounting processes. The individual will also be expected to keep up to date with current programming practices through self-knowledge and training. Will collaborates with associates of the Data Systems department to determine the most appropriate tool for the job as well as database requirements.

Job Duties

  • Creation and technical oversight of software applications necessary to support OPC Member billing, GTC customer billing, and the data reporting needs of GSOC's Energy Accounting and Settlements department. Ensures the applications function to meet the data requirements of the customer. Works with the internal user of the application, seeking their input on ease of use and other requirements. Develops and maintains complex Excel VBA macros, functions, and formulas to optimize our business procedures as driven by ever changing and complex business needs. Design, build, and deploy solutions using other products such as the Microsoft Power Platform suite of applications (Power Apps, Power Automate, Power BI, Dataverse).
  • Assumes ownership of existing departmental applications which utilize Excel VBA. Updates code when necessary and troubleshoots problems. Potentially re-writes processes in a more suitable and/or current software application. Streamline workflows and improve operational efficiency, when possible, through programming skills and/or use of better fitting software tools.
  • Ensures data accuracy in the applications after creation and throughout the life cycle of the process. As needed, coordinates with individuals inside and outside the department to ensure data needs are being satisfied. Keeps the supporting data bases up to date and accurate. Designs changes to the applications as needed and oversees the modifications and testing of such.
  • Works jointly with other members of the department to ensure highly accurate monthly billing data is provided to OPC per a pre-defined schedule with no room for margin. Supplies Members, FOC staff (including upper management), and Scheduling Member agents with miscellaneous data reports and assistance as needed.
  • Provide technical support and training to staff on Excel VBA and as well as other software tools that may be utilized.
  • Collaborate with various teams to identify opportunities for process improvement. Ensure data accuracy and integrity in all tasks. Document all developed processes and maintain a library of functions for future reference.

Required Qualifications:

Education: Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.

Experience:

  • Level II
    • 2+ years developing complex data manipulation and analysis applications utilizing Excel VBA.
    • Experience with Microsoft Power Platform applications and SQL Server Databases a plus.
    • Strong knowledge of Microsoft Office applications.
    • Power/Electric Utility industry experience not required but beneficial.
  • Level III
    • 4+ years developing complex data manipulation and analysis applications utilizing Excel VBA.
    • Experience with Microsoft Power Platform applications and SQL Server Databases a plus.
    • Strong knowledge of Microsoft Office applications.
    • Power/Electric Utility industry experience not required but beneficial.
  • Level IV
    • 6+ years developing complex data manipulation and analysis applications utilizing Excel VBA.
    • Experience with Microsoft Power Platform applications and SQL Server Databases a plus.
    • Strong knowledge of Microsoft Office applications.
    • Power/Electric Utility industry experience not required but beneficial.

Equivalent Experience: Exceptionally favorable experience may be considered in lieu of or equivalent to a portion of the educational requirements but must be in addition to the experience shown above if used to meet educational requirements.

Strong organizational and time-management skills with the ability to effectively prioritize tasks.
