About the Position

Lane County Youth Services is recruiting for a Bilingual Juvenile Counselor who is inspired to work in an innovative juvenile justice division. As a Bilingual Juvenile Counselor ½ you will become part of our Community Supervision Team. This position has both entry, Bilingual Juvenile Counselor 1, and journey level, Bilingual Juvenile Counselor 2, tracks in the classification.  Candidates at a Bilingual Juvenile Counselor 1 level are distinguished by performing more routine tasks and duties. The Bilingual Juvenile Counselor 1 position is not expected to perform with the same independence or direction that would be expected of a Bilingual Juvenile Counselor 2. Candidates at the Bilingual Juvenile Counselor 2 level are expected to be fully aware of and perform the full ranges of duties as assigned and work with the most demanding and complex cases.  Candidates at the Bilingual Juvenile Counselor 2 level must demonstrate prior to hire knowledge of criminogenic risk factors in youth and effective strategies for addressing them; risk and needs assessment and response; evidence-based probation practices, an understanding of criminogenic risk factors in youth and effective strategies in addressing them, knowledge of probation field work best practices, case planning, motivational interviewing, adolescent development, and family dynamics.  
 
Candidates must have the ability and skill to: communicate effectively in written and verbal form; conduct interviews and assessments with youth and their families; gather, evaluate, and integrate pertinent information for case planning and decision making; objectively identify and respond to non-compliance; initiate petitions to revoke probation; make recommendations on disposition of cases; act as a liaison to  the community; develop an expert level of knowledge in a subject matter area; work effectively with individuals from a variety of socioeconomic and cultural backgrounds; manage and adapt to changes in workflow, juvenile justice practices and department directives; develop cooperative working relationships with other employees professional partners, and the public; effectively operate a keyboard and computer; safely drive a motor vehicle; supervise student interns and volunteers; demonstrate a physical ability to assist in securing and maintaining custody of threatening or combative youth. Candidates at this level are required to be fully trained in all procedures related to assigned area of responsibility.

About the Division

The Youth Services Division operates 24/7, has approximately 80 full-time staff, six program units, and is located in three different buildings on the John Serbu Youth Campus in Eugene, Oregon. The division is comprised of the following units:

 • Administration Services: Division planning and management, data, grants administration, information systems, volunteers and accounting.
 • Supervision Services: Services for youth on probation including a juvenile drug court and staff assigned to youth with problematic sexual behaviors, victim advocate services, records management and expungements, and support for division-wide work.
 • Detention Services: 16-bed detention facility serving youth ages 12-19, including youth being held on adult criminal charges, and health services (medical, dental, and mental health) for youth.
 • Treatment Services (Phoenix): 16-bed behavioral treatment program for youth involved in the juvenile justice system.
 • Education & Vocation Services (MLK Education Center): A collaboration between the division and Lane Education Service District (Lane ESD). Services provided include alternative school for high-risk, adjudicated, community youth; education for youth in Detention and Phoenix Treatment; horticulture and culinary arts vocational programs; and community service and restitution crews for youth.
 • Nutrition Services: Is a federally licensed National School Lunch Program. Provides approximately 50,000 meals and snacks per year to youth housed in Detention, Phoenix, and youth in school and on vocational crews at and through the MLK Education Center.
 
The work of the division is complex and covers multiple, diverse subject matter areas, governed by multiple regulatory bodies and requiring specialized knowledge. The division is deeply focused on cultivating a positive workplace culture and addressing long standing structural and cultural deficits.  
 
Schedule: Monday – Friday 8:00 a.m. - 5:00 p.m. with a 1-hour lunch. These hours are subject to change based on operational need. Employees are expected to work scheduled overtime and be available for emergency overtime when needed.

Juvenile Counselor 1 Training & Experience:

  • Bachelor’s degree in Criminal Justice or a related field; AND six months of experience working with youth or adult offenders in a criminal justice, corrections, or human services related field; 

  • OR any equivalent combination of training, education, and experience that demonstrates the required knowledge and ability to successfully perform the essential duties of the position. Current CADC 1-2, and or lived experience is preferred.

Juvenile Counselor 2 Training & Experience:

  • A Master's degree in social work or a related field is preferred.

  • Two years of responsible social work experience involving work with juvenile offenders and the Juvenile Court system.

An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Special Requirements:

  • Must possess a valid Oregon Driver’s License, at time of hire, and maintain an acceptable driver's record.
  • This position is subject to and must pass a comprehensive federal and state criminal history record check and an Oregon Department of Human Services (ODHS) background check.  If fingerprinting is required, the fee is paid for by the successful candidate and the expense is non-reimbursable.  
  • Possession of, or obtain within 60 days of hire, a current CPR and Basic First Aid certification.
  • Offers of employment are contingent upon consenting to and successfully passing a drug-screening test; negative results are reimbursable.

Testing Requirements
  • Successful hire will be contingent upon taking a bilingual test to demonstrate proficiency in both English & Spanish
