Description

The Division of Apprentice Standards (DAS) is responsible for promoting, developing, and servicing registered apprenticeship programs in the Commonwealth of Massachusetts. Our goal is to connect people to high-demand job opportunities across the Commonwealth through equitable access to training and employers.

The Compliance Officer II consults with technical, professional, educational, and other training personnel to coordinate, advise, and correctly monitor registered pre-apprentice and apprentice training programs.

The incumbent in this position will travel throughout the Commonwealth and/or to the assigned region(s) industry(ies), compliance order category. and work with reciprocal sponsors at the direction of the Compliance Officer III performing the following duties:

Discusses the advantages of formal apprentice training programs in the skilled trades and expansion industries with representatives of management and with labor in the public and private sectors, civic, veterans, schools, and legislative groups to promote the establishment, expansion, and use of apprentice training programs in collaboration with other DAS staff. Explains and clarifies apprentice training rules, regulations, procedures, policies, and responsibility to technical, professional, educational, and other training personnel in businesses and labor organizations and provides information on apprentice training needs for specific industries. Provides details of apprentice training programs and the obligations of the participants to both sponsor and apprentices. Explains the record keeping requirements to employers and reviews completed paperwork. Visits facilities at which apprentice training programs are in place or are proposed to be established to ensure compliance with regulations governing matters such as hours, types of work, training, wages, standards, attendance, Related Technical Instruction (RTI) and On-the-Job Training (OJT). Prepares reports, letters, and memoranda to obtain and/or disseminate information or to respond to inquiries regarding apprentice and pre-apprentice training programs. Determines procedures to be used in collecting information and evidence in connection with complaints and alleged non-compliance with laws, rules and regulations. Gathers evidence and establishes facts related to complaints and alleged non-compliance with laws and regulations from apprentices, sponsors, employers, and/or the general public to determine the validity of the complaint and recommends appropriate action to be taken. Performs related work such as reviewing professional literature, attending meetings, conferences, and workshops, and maintaining and updating records. Conducts administrative tasks; reviews and validates compliance of forms and requests submitted to DAS. Organizes outreach, training, communication, and event materials for in-person and remote. Conducts advanced program reviews at discretion of CO III Supervisor and communicates any corrective action recommendations.  Educates and trains agency staff and takes on specialized duties upon supervisory request.

Preferred Qualifications:

Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, standards, and guidelines governing apprentice training. Ability to communicate effectively orally and in writing including the ability to give oral and written instructions in a precise and understandable manner. Ability to gather information by examining records and documents and through questioning individuals. Ability to prepare general reports, letters, and memoranda.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES.IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.

Substitutions:

A Bachelor's or higher degree may be substituted for a maximum of two years of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
