Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to Program Research Specialist 2, you must have a bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and three years of professional research experience performing the collection, manipulation (., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for a Program Research Specialist 2, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

52.6 Transfer:
For a 52.6 transfer to a Program Research Specialist 2, SG- 23, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 21 or above.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

For 55 b/c appointment, you must:
•Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement (Program Research Specialist 3 Series » Department of Civil Service (
•Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
•Have a current Eligibility Letter from the NYS Department of Civil Service, /rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description •Geographic Analys and Visualization:
oGuide and oversee projects.
oInterface with audit teams to explore, vet, guide and fulfill project requests.
oConduct spatial analyses and develop maps and other visualizations or analyses; support risk assessment.
oReview work, methodologies, and perform quality assurance.
•Geographic Information Systems (GIS)
oDevelop internal guidelines, standards, and procedures.
oProvide technical support for projects and infrastructure.
oExplore and assess new tools.
•Professional Development
oDevelop staff and promote staff professional growth.
oLiaise with technical subject matter experts.
