OVERALL RESPONSIBILITY
 Working under the direct supervision of the Associate Director of EHS, the Chemical Hygiene Manager will provide technical expertise and program development and management in the areas of chemical safety, industrial hygiene, OSHA compliance, and other EHS-related disciplines related to research labs and office space and personnel. Works proactively and effectively with other EHS and Facilities staff to recognize and address occupational health and safety needs. Works closely with the EHS team, scientists and others to develop processes for safe use of hazardous materials. Ensures proper documentation and approval of laboratory processes and protocols.  Supervision Exercised: Oversight of various contractors may at times be required.  PRINCIPAL DUTIES AND RESPONSIBILITIES  Serve as the Chemical Hygiene Officer for the Institute under OSHA’s Occupational Exposure to Hazardous Chemicals in Laboratories Standard.  Oversees and manages the Broad’s Institutional Chemical Safety Committee, with the goals of reviewing and improving chemical safety at Broad.   Oversee the day-to-day activities relating to chemical safety issues, including development of Standard Operating Procedures for the safe use, storage and disposal of toxic, flammable and other hazardous chemicals. Maintains updated knowledge of laboratory processes and protocols to recognize use of potentially hazardous materials.  Reviews and updates the Broad’s Chemical Hygiene Plan on a periodic basis.  Reviews and revises existing chemical safety training, and develops specialized training as needed for new or existing chemicals. Participates in training delivery.  Reviews, revises and oversees Controlled Substances Program.  Reviews, revises and oversees program for safe use of nanomaterials, cytotoxins, carcinogens and other particularly hazardous substances.  Review current and proposed chemical safety policies for compliance with current regulations and best practices. Understands environmental regulations in order to ensure safe chemical waste disposal. Supports the Chemical Waste Management program.  Serves as a principal resource for laboratory researchers and groups on safe chemical use; reaches out proactively to groups to review their chemical hygiene practices.  Participates in lab design planning and reviews related to chemical safety and lab ventilation.  At times may be asked to collaborate with Biosafety Officer and Comparative Medicine staff on risk assessment of animal protocols involving chemical or nanomaterial use in animals, including review of hazards and proposed safeguards, and development of Protections and Controls Required forms spelling out requirements for housing and husbandry for animals exposed to hazardous materials. May be asked to serve on the Institutional Animal Care and Use Committee.  Participates in laboratory inspection program with a focus on chemical/industrial hygiene issues.  Responsible for overseeing the Chemical Fume Hood program.  Assists scientists with shipping of dangerous goods, with a particular focus on chemical shipping.  Oversee industrial hygiene related activities, working with other EHS group members (i.e. sampling and vendor relations).  Assist with managing the Institute’s various environmental regulatory reporting requirements. Responsible for completing monthly air emission reports, Air Source Registration, Tier 2 reporting and other applicable reporting requirements.  Responsible for managing any applicable permits that relate to chemical use and storage (i.e. flammable storage permits and licenses).  Assist in the development of general EHS programs for the Broad under a variety of federal, state, and local regulations.  Assist in the development of EHS training programs and train personnel.  Serve as a member of the Broad EHS Committee. Assist with the development of meeting presentations and documentation.  Encourage teamwork and focus on practical solutions and problem solving.  Participate on a rotating 24/7 on-call EHS emergency response team.  May perform other duties as assigned by the Director or Associate Director.   MINIMUM QUALIFICATIONS  Technical Competencies:  Bachelor’s degree in chemistry, environmental health, or related field required. Five or more years of experience as an environmental health and safety professional. Three years of direct experience with laboratory processes.  Specific experience in industrial hygiene/chemical safety. Advanced degree or professional certifications such as Certified Industrial Hygienist (CIH/CAIH) strongly preferred.  This position requires general knowledge and a basic understanding of environmental, health and safety programs and regulations such as OSHA, EPA, DOT and IATA, NRC, DHS, Massachusetts DPH and DEP, NFPA Codes, Massachusetts Fire Prevention Regulations, and Massachusetts Building Code.  Experience using air sampling instrumentation, familiarity with and ability to assess common engineering controls and ventilation systems.  Must be willing and able to serve on the emergency on-call team.   Behavioral Competencies:  Ability to effectively collaborate with a wide range of people in a variety of roles both internal and external to the Broad.  Service and team orientation.  Operational thinking and problem-solving ability.  Detail-oriented.  Organizational skills, ability to work on multiple tasks simultaneously, and ability to follow through and achieve objectives and tasks in a timely manner.  Strong listening skills and oral and written communication skills, including oral presentation skills.   WORKING CONDITIONS  Normal office and laboratory conditions.
