PROGRAM AND JOB DESCRIPTION:

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Health is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. The vision of the DFCH is that every child, woman, and family recognize their power and is given the opportunity to reach their full health and development potential.

The Office of School Health (OSH) is a joint Program of the Department of Education (DOE) and the Department of Health and Mental Hygiene (DHMH) responsible for promoting the health of over 1.3 million school children enrolled in approximately 1, public and non-public schools in the New York City.

Services to students include case management of chronic health problems, preventive health screening, urgent care, medication administration, preventive counseling, health education, referral for care and assurance of ongoing effective treatment. OSH is seeking a self-motivated Purchasing Analyst with experience in NYC procurement policies and procedures, strong problem solving, and critical thinking skills who can assist in providing procurement support.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Coordinate with and provide technical assistance to OSH Programs regarding the preparation and processing of procurement requests, including all required documents for the purchase of goods and services that support program goals.

Prepare, review and monitor procurement requests for accuracy and clarity, and ensure that all required documents and justifications are provided prior to submission to the Division.

Provide technical assistance and support to programs in the development of all solicitation methods: Purchase Orders, Requirements Contracts, Contracts, Sole source contracts and procurements, contract & purchase order modifications and amendments, requests for cost & no-cost procurement extensions, etc.

Track and monitor vendor performance to ensure timely processing and spending down of approved procurement agreements.

Conduct vendor outreach and solicitation in accordance with City and Agency procurement policies and regulations.

Communicate and negotiates with vendors when needed to oversee proper maintenance of procurement agreements.

Review bids and quotations to determine the most reasonable price and makes recommendations for vendor selections.

Supervise part-time staff and interns.

Assist with the procurement of PPE and other emergency equipment in support of COVID related activities for the Bureau.

Coordinate closely with OSH Budget Analyst to ensure accurate tracking and management of procurement spending.

Additional duties as needed.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.


Preferred Skills
-At least 3 years of procurement experience working in a city government agency.-Knowledge of budget systems within the City of New York and the Department of Health and Mental Hygiene: FMS (Financial Management. System, OES (OTPS Encumbrance System), BMS (Budget Management System, PAYRS (Payment Request System), and Contrack (Contract and Purchasing System). -Proven record of initiating and managing complex, interdisciplinary projects involving multiple partners and technologies. -Extensive experience in mediating among groups with competing perspectives. -Strong written and oral communication skills. -Strong attention to detail. -Proficiency with Microsoft Word suite especially Excel, Access, Word and Outlook.
