HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of five divisions, which includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Housing Supervision oversees a large and heavily regulated portfolio of residential properties and units, notably the approximately 45, units that comprise the Mitchell-Lama stock. Housing Supervision also administers Senior Citizens’ Rent Increase Exemptions (SCRIE) for seniors living in government-subsidized developments and HDFC cooperatives across the city. Housing Supervision is committed to ensuring that all properties in its portfolio are safe and habitable; are compliant with City, State and Federal requirements; are financially viable; and remain affordable for current and future residents. Housing Supervision is looking for an Administrative Assistant who will be responsible for reviewing applications for compliance with Mitchell-Lama eligibility requirements including income, occupancy requirements and waiting list status.

Your Impact:

Your impact as a Portfolio Analyst for the Division of Housing Supervision will be to help oversee this vital affordable housing resource.

Your Role:

Your role as a Portfolio Analyst will be to ensure both the physical and financial well-being of the Mitchell-Lama developments within your portfolio.

Your Responsibilities:

-Review and process contracts, conduct administrative audits, and review monthly operating statements
-Review the financial data submitted for rent increases
-Respond to inquiries from residents, Boards of Directors and managing agents concerning issues
-Serve as the HPD liaison and representative at evening shareholders meetings and at training for the Boards of Directors
-Ensure compliance with the Mitchell-Lama rules for income verification, residency, and unit transfer/succession
-Conduct compliance review audits


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
