IDEAL CANDIDATE:

The City of Copperas Cove seeks an experienced, focused, self-motivated municipal finance professional to serve as its new Budget Analyst. The Budget Department has a reputation for maintaining a high level of performance and exceptional service, and the ideal candidate will embrace and maintain the department's culture of excellence.

The new Budget Analyst must be familiar with automated accounting systems and accounting theory, and have extensive knowledge of statistics, financial and quantitative analysis techniques for accounting systems, and research methods. Government finance and accounting experience is required.

An intelligent, independent, and detail-oriented individual with exceptional analytical skills, the chosen candidate must be adaptable and able to work well under pressure in a fast-paced environment. The Budget Analyst must be adept at making evidence-based decisions that make the best use of resources and move the organization forward. The successful candidate will be able to prioritize tasks and manage many time-sensitive tasks simultaneously. Superior oral and written communication skills are essential. Must demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the scheduled workday or agreed upon hours 100% of the time, to ensure consistency and completeness of department's processes.


DEFINITION / GENERAL PURPOSE:

Performs a variety of routine and complex analyses, financial planning, minor accounting, finance and administrative work in administering the budget function of the City of Copperas Cove.


SUPERVISION RECEIVED AND EXERCISED:

Receives direct supervision from the Director of Budget.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists the Director of Budget in preparing and maintaining the budget and fiscal records of the City.

Prepares and makes presentations to City staff, boards, City Council, civic groups and the general public as assigned.

Reviews project budget and accounting for long-range financial plans to ensure funds are allocated, budgeted, and accounted for and encumbered properly.

Assists in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Prepare, review, and process budget transfers and amendments.

Prepares and reviews monthly, quarterly, and annual reports as required.

Assists the Finance Department in the City's annual audit and the comprehensive annual financial report and single audit report are completed in a timely manner.

Plays an integral role in the year end closing of the City's books, including assisting in the preparation of year-end reports.

Provides any assistance to the Director of Budget in any projects, presentations or functions that are required.

Provides staff with answers to inquiries related to the City's budget and accounting records.

Prepares routine and periodic financial reports. Assists in the preparation of various annual and other State or Federal reports as required.

Plans and coordinates the activities of City staff involved in preparing, submitting, reviewing, examining and evaluating operating and capital budgets.

Assists the Director of Budget in the issuance and management of the City's short term and long-term debt.

Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc. as assigned.

Assists in the development of notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials about budget programs and services as assigned.

Assists in research and preparation of informational documents and presentations on State and Federal proposed and authorized legislation and regulatory actions.

Must be able to follow directions.

Ability to perform related duties and responsibilities as required.

Regular and timely attendance is an essential job function.


PERIPHERAL DUTIES:

Serves as a member of various employee committees.

Provides back-up to other finance related tasks/positions.

Attend seminars and workshops related to administrative duties and responsibilities.

Other Duties as assigned.


DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

One to two (1-2) years of progressively responsible governmental budget, finance, or accounting work and

Graduation from an accredited four-year college or university with a degree in finance, accounting, or a closely related field, or

Any equivalent combination of education and experience.


SPECIAL REQUIREMENTS:

Valid State Driver's License, or ability to obtain one prior to employment.


KNOWLEDGE, SKILLS AND ABILITIES:

A high proficiency in Microsoft Office applications including but not limited to, the ability to create and manipulate EXCEL PivotTables, VLOOKUP formulas, TRIM formulas, nested IF statements, INDEX/MATCH, and Chart and Graph functions.

Knowledge of modern governmental budgeting and financial planning principles and practices;

Knowledge of internal control procedures and management information systems;

Knowledge of office automation and computerized financial applications;

Knowledge of governmental accounting; working knowledge of payroll and accounts payable functions; considerable knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and GASB;

Skill in operating the listed tools and equipment;

Ability to prepare and analyze complex financial reports;

Ability to maintain efficient and effective financial systems and procedures;

Ability to accurately account for city funds;

Ability to establish and maintain effective working relationships with employees, city officials;

Ability to communicate effectively, orally and in writing.

Personal computer, including spreadsheet, word processing, and presentation software; central financial computer systems; telephone; fax and copy machine.
