QUALIFICATIONS:

Required:
Bachelor’s degree in Business, Accounting, or a related field with a minimum of three (3) years of experience in public procurement OR High School diploma or equivalent with a minimum of five (5) years of experience in public procurement experience
Preferred:
TASBO Certification
Special Knowledge & Skills: Knowledge of the Texas Education Code for Public Purchasing and Contract Management Knowledge of Texas, federal procurement law, and TEA Purchasing Knowledge of the Module of the Financial Accountability System Resources Guide Ability to write clear bid specifications, test materials, and evaluations, analyze vendor bids Planning and problem-solving/investigative skills as required to research inquiries related to job duties Ability to provide information and guidance to staff in a way that maximizes productivity, efficiency, and cost-effectiveness Proficient keyboarding and file maintenance skills Ability to use software to develop spreadsheets, databases, and do word processing Effective organizational, communication, and interpersonal skills
Major Responsibilities and Duties:
Perform other duties as assigned by the Assistant Director and Executive Director of Purchasing. Work on General Fund contracts as required. Before submission to the Director of Purchasing, ensure all solicitation documents comply with state and federal procurement laws, the TEA Purchasing Module of the Financial Accountability System Resource Guide, board policy, and locally defined procedures. Provide guidance regarding all procurement issues, including purchasing law and local procedures, to district staff and buyers. Implement purchasing procedures to process RFPs, bids, and purchase orders to ensure compliance with Texas Department of Agriculture (TDA) and USDA regulations. Prepares final bid tabulations and Administrative Recommendations for Board approval. Collaborate with staff to create evaluation criteria for Requests for Proposals, Requests for Qualifications, and Requests for Bids. Optimize the use of Oracle standard functionality to improve efficiencies. Create a Global Blanket Purchase Agreement for each contract award. Prepares ESSER/ Student Nutrition Public Notices for upcoming bids. Displays professionalism in dealing with students, parents, staff, and the community. Acts as liaison with school sites, other departments, and outside agencies, including high-level staff such as principals and department directors. Approaches problem-solving tactfully with directness and integrity and explains policies when necessary. Schedules and organizes complex activities for department members, such as meetings, travel, conferences, and department activities.
