Nature of Work

Advanced professional audit work with supervisory responsibility for audit of City departments, agencies, and external organizations having contractual relationships with the City. The incumbent may be assigned to assist the Inspector General and/or the Chief Auditor in the completion of audits, follow-up audits, reviews, special projects and investigations. Employees in this class perform more complex auditing assignments in various staff and operating agencies, departments, and in external agencies and organizations, or may serve as team leaders in the conduct of major audits. Incumbents may also be assigned to assist the Inspector General and/or Chief Auditor in the conduct of special auditing assignments of considerable complexity. This position will include enhanced responsibilities in several administrative areas as well as responsibility for the direction of the Audit Division when the Chief Auditor is not present.

Illustrative Examples of Essential Duties

Conducts more complex audits such as those of an investigative nature independently. Prepares audit programs, detailing audit objectives and steps to take in the audit. Conducts audit assignments by examining, analyzing, and verifying evidentiary data. Prepares written reports of audit findings and recommendations for correction and improvement of operations. Participates in exit conferences with auditees and the Chief Auditor to discuss findings and recommendations for correcting unsatisfactory conditions. Performs miscellaneous audit functions, such as checking travel expense reports, cash counts, payroll verifications, productivity studies. Verifies that City departments or outside entities are operating in accordance with city code, contracts or other agreements, and City ordinances Prepares accurate and detailed flowcharts of operations in City departments. Meets with Inspector General, Chief Auditor and auditees to discuss findings and recommendations for correcting unsatisfactory conditions, improving operations and reducing costs. Presents significant findings to, and assists in investigations with, the State Attorney's Office, Ethics Commission, Miami Beach Police Department or other enforcement agencies so that the appropriate enforcement actions can be taken. Supervises subordinate staff in conducting audits of City departments and/or outside agencies, and in the preparation of final reports by performing quality reviews, which includes reviewing the methodology, supporting documentation and the accuracy of work produced by Audit Division staff. Supervises Audit Division staff in administrative roles (e.g. approving time-off). Functions on several administrative roles (payroll coordinator, audit management software system administrator, time-off approver, invoice approver, budget transfer approver, etc.). Holds signatory rights in in the Office of the Inspector General's checking account, and oversees account activity in the absence of the Chief Auditor. Assists in preparing annual budgets, as well as quarterly budget goals and objectives. Assists in preparing agendas and, as necessary, makes presentations at Audit Committee meetings. Attends meetings on behalf of the Chief Auditor when needed. Performs related tasks as required. Secures and maintains certification as an Inspector General Auditor in accordance with the standards established by the Association of Inspectors General.

Minimum Requirements

REQUIRED:

Ten (10) years' experience in auditing. Graduation from accredited college or university with a major in Accounting, Public or Business Administration or equivalent. Certification, or proof of passing, the CIA or CPA examination DESIRED: Additional professional certifications such as CIGA, CFE, CISA, etc. Public Sector (municipal) experience. Experience with budget techniques. Experience preferred in database, data mining and analytical software Working knowledge of automated audit management systems Physical Requirements:
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through telephonic and personal contact. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine. No significant standing, moving, walking, climbing, carrying or kneeling, bending, etc. Some crawling, bending, kneeling, lifting, pushing, and pulling necessary in the retrieval of documents from file cabinets
