Colton, United States NAES Corporation Full time

The Colton Power Project comprises two distinct facilities, Drews and Century, situated in Colton, California. Each of these facilities is a 40 MW simple cycle gas turbine power plant, equipped with four GE 1)B1 gas turbines. Notably, both facilities are centrally managed and operated from the Tracy Power Project, demonstrating an efficient and coordinated approach to power generation and management.

Opportunity Summary

The Environmental Health & Safety (EHS) Specialist role provides a unique chance to support the success of the Colton Power Project, a key part of the San Joaquin Energy Project, while also offering vital assistance to other facilities under its operation. This position's key responsibilities focus on implementing and maintaining environmental and safety programs for the Colton Power Project and supporting plant management in these areas. The ideal candidate will have experience in multi-media environmental compliance and safety, equipping them to handle the diverse and complex challenges of maintaining a safe and environmentally responsible operational environment across the project.

 The EH&S Specialist will also occasionally provide backup support to four additional facilities in California operated by the San Joaquin Energy Project: the Tracy Power Project, Henrietta Peaker Plant, Hanford Peaker Plant, and Malaga Plant.

  Here's a look at some of the things you'll be doing within each focus area:

Environmental

Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site-specific permit, and regulatory requirements. Manage Continuous Emissions Monitoring System (CEMS) reporting in accordance with Title V permit requirements, enforceable by the CA and U.S. EPA. Responsibilities include compiling monthly, quarterly, semi-annual, and annual reports, which involve monitoring, record-keeping, data interpretation, and timely submission of reports. Contribute significantly to the development and ongoing administration of key facility-specific environmental plans. This includes ensuring all plans are developed in accordance with regulatory or other requirements, tracking and completing obligations embedded within the plans, and managing required or prudent plan updates to completion. Develop and manage various environmental plans, including a Laboratory QA/QC Manual, Chemical Hygiene Plan, CEMS QA/QC Manual and Monitoring Plan, Spill Prevention, Control, and Countermeasures (SPCC) Plan, Title V Permit Compliance Process, Waste Management Plan, Water Management Plan, and Stormwater Pollution Prevention Plan. Support the Owner in interfacing with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, assisting with strategies and negotiations for permit modifications and renewals, and preparing routine compliance reports and communications. Maintain the Company’s Environmental Management System (EMS), including the EHS filing system, tracking compliance and performance metrics in the corporate online system, and developing and conducting environmental training programs for facility staff.

Spill prevention, Control and Countermeasure (SPCC) Plan – maintain facility procedure to address the following:

Implement operating procedures to prevent spills of substances (oil, chemicals) onto the ground. Establish control measures to prevent spills from reaching navigable waters. Develop countermeasures to contain, clean up, and mitigate the effects of oil spills. Apply discharge prevention measures, including procedures for the routine handling of products.

Safety

Facilitate and manage employee and contractor safety programs. Provide safety training topics in daily meetings, conduct regular site safety meetings, and lead safety training for contractors and visitors. Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and hold one-on-one safety discussions with workers. Maintain and interpret safety data sheets (SDSs) to ensure safe handling and disposal of chemicals. Respond to incidents, including injuries, accidents, and near misses; document the event, identify the cause, recommend corrective actions, and follow up to ensure implementation. Oversee the Lockout/Tagout (LOTO), Confined Space, Emergency Response programs, and other plant/corporate policies and procedures. Act as a liaison between the plant and regulatory agencies. Provide safety and compliance guidance to employees and contractors during plant equipment outages. Monitor and implement new and updated OSHA regulations.

Other Responsibilities

Generate all required Department of Energy (DOE) reports. Generate all required Federal Energy Regulatory Commission (FERC) reports. Generate all required Midcontinent Independent System Operator (MISO) reports. Compile and produce corporate monthly operations data. Perform assigned administrative and staff support duties.

Working Relationships

The EH&S Specialist reports to the Plant Manager and maintains a close working relationship with NAES corporate NERC and Environmental Support Services groups as well as Client corporate contacts.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility. Occasional travel to support other power plant assets.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. 

Work Schedule

Regular scheduled workdays are Monday to Friday during regular dayshift hours. Position may require extended working hours and varied shifts at times with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. Occasional travel to support other power plant assets.

Compensation

The initial starting compensation will range from $88,000 to $122,000 and will include an annual performance bonus.

Job Qualifications

Education, Licenses/Certificates

An associate degree or equivalent technical training, knowledge, and experience is desired. Certification for DOT HazMat is desired. Experience in environmental compliance for operating facilities is preferred, ideally within a power plant or power-related industry. This background is essential to understand plant operations and identify opportunities to aggressively pursue and propose reductions in environmental and safety risks and costs. Experience using continuous emissions monitoring (CEMS) software is desired.

Knowledge, Skills, and Abilities

Knowledge and/or experience with South Coast AQMD regulatory compliance is highly desirable. General knowledge of major environmental legislation related to air, water, hazardous materials, and waste management, with expertise in at least one area at the regulatory compliance level. Familiarity with applicable safety statutes and regulations, along with principles for maintaining a strong safety program. Working knowledge of OSHA, ANSI, DOT, NFPA, and NEC regulations is preferred. General understanding of power plant operations, including the interrelationship between environmental impacts and compliance in operation and maintenance functions, is desired. Strong writing and analytical skills, with the ability to present facts, conclusions, and recommendations clearly in both formal and informal written communications. Excellent oral communication skills are essential. Strong interpersonal skills, with a proven ability to build consensus among internal and external stakeholders. Ability to manage and perform multiple varied tasks in an industrial environment, while quickly identifying and analyzing potentially complex compliance risks. Must possess and maintain a valid Drivers License at all times.
