POSITION OBJECTIVE :

Incumbents perform procurement tasks such as soliciting formal and informal bids, assisting in a review of requirements and documents, monitoring and coordinating product delivery, and expediting orders. Incumbents perform routine and bulk purchasing activities and attend vendor meetings.

DUTIES & RESPONSIBILITIES : (These duties are a representative sample; position assignments may vary.)

Reviews and processes requisitions, ensuring purchase requirements are

compatible with District standards and making certain cost effective

vendors are utilized.

Orders and processes requisitions for materials, supplies, and equipment for

the District.

Contacts vendors to determine order status, acquire information on current

products and pricing, and to select appropriate materials, supplies, and/or

equipment.

Assists employees, administrators, and vendors with questions and/or

concerns.

Monitors related budgets and departmental allocations. Maintains current information, catalogs, correspondence, and other pertinent

data relating to vendors, products, and purchases.

Attends a variety of meetings for the purpose of communicating, acquiring, or

conveying information related to procurement activities.

Prepares bids and quotations and develops proposal specifications. Manages/Monitors contract documentation and performance of specific commodities and services. Performs other duties of a similar nature or level as required.

EDUCATION & EXPERIENCE : (positions in this class typically require):

A minimum of a 2-year degree or combined experience of education and one year of verifiable, “hands on” professional level experience in procurement, preferably but not necessarily required, within a public procurement environment.

LICENSING REQUIREMENTS : (positions in this class typically require):

Licensing Requirements:

· Valid Arizona Driver’s License.

KNOWLEDGE : (position requirements at entry): Knowledge of:

Knowledge of:

· Procurement procedures and rules;

· Contract Management methodology and practices;

· Solid writing skills as applied to preparing bid specifications and proposal requirements, vendor performance reports, memos, etc.;

· Solid communication skills as applied to vendor/user mediations, departmental meetings, and community outreach;

· Customer service principles;

· Applicable District and local laws and regulations.

SKILLS : (position requirements at entry):

Skill in:

· Using a computer and related software applications;

· Operating modern office equipment;

· Solving problems;

· Performing multiple tasks simultaneously;

· Analyzing and compiling procurement information;

· Developing reports;

· Applying policies and procedures;

· Maintaining and management of contract folders and procurement records;

· Processing information and paperwork;

· Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

PHYSICAL REQUIREMENTS :

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents may be subjected to moving mechanical parts, odors, chemicals, extreme temperatures, inadequate lighting, workspace restrictions, and intense noises.
