SUMMARY:

National Security Innovation Network (NSIN) is a program office of the Defense Innovation Unit (DIU) reporting to the Secretary of Defense with the mission to build networks of innovators that generate new solutions to national security problems. NSIN does this by building communities of non- traditional defense problem solvers from the academic and venture communities, exposing these communities to national security problems through direct interaction with DoD end users, and supporting the further development and transition of these solutions into the DoD. The primary way in which NSIN achieves its mission is through running programs which engage new talent and ventures in defense challenges. NSIN’s Regional Network Team is physically located in nearly 30 different locations throughout the United States and is responsible for building the new communities of problem-solvers through which NSIN executes its programs. The Regional Engagement Principal role will be a part of the Regional Network Team.


The Regional Engagement Principal helps build and grow a network of national security problem solvers by serving as the primary point of contact for the local DoD, academic, and venture ecosystems for all matters pertaining to NSIN. The Engagement Principal will be responsible for regular contact with specific DoD mission partners in their assigned AOR. This will include working closely with them to capture problems/ opportunities that can be supported by NSIN programs. (70%)


The Regional Engagement Principal interacts with staff, faculty, and students at regional academic institutions to engage those communities in NSIN programming. As required, the incumbent represents NSIN at meetings, conferences and symposia that provide an essential information exchange with a wide variety of government agencies, academic institutions, and businesses. (20%)


The Regional Engagement Principal acts as a liaison with the local high technology, startup, and venture capital communities for the development of collaboration opportunities and potential partnerships. (10%).


Through all these lines of effort, the Regional Engagement Principal will support annual strategies developed by NSIN’s Regional Directors’ strategies, which may include supporting the work of a university administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Engaging the local military, academic, and entrepreneurial communities to collaboratively work on and solve Department of Defense problems through NSIN programming. Working directly with assigned DoD end-users to identify problems and opportunities to be solved via NSIN programs. Creating a national security problem-solving ecosystem in close partnership with local universities and the regional venture ecosystem, and Department of Defense end users from throughout the area. Planning, delivering, and evaluating NSIN programs in partnership with regional communities.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

QUALIFICATIONS, EXPERIENCE AND LICENSURE:

Experience working with dual-use technology and national security policy communities. Recent experience in technology projects involving inter-agency, inter-departmental, and international partners. Prior Military experience. Relationship Management experience.

KNOWLEDGE, SKILLS AND ABILITIES:

Demonstrable knowledge of the regional community and the entrepreneurial and venture ecosystems of interest. Strong analytical skills. Broad knowledge of emerging national security needs and associated Science and Technology programs. Broad knowledge of academic research and commercial research and development relevant to emerging DoD capability needs. Strong interpersonal communications skills, including oral and written skills. Foresight, maturity, and the ability to negotiate amicable solutions to complex problems. Ability to prioritize competing priorities and deliver tangible results while supporting a broad regional strategy. Travel requirements for this position are occasional. The incumbent may be required to travel up to 15-20% of the time.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TFSI are required. May require occasional travel.
