Reinstatement Eligible: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible: One year of permanent competitive service at Salary Grade 23 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Forester 2 or Environmental Program Specialist 2 (Natural Resources).
or
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.

Duties Description This position will serve as the Section Chief for Planning in the Bureau of Forest Preserve and Conservation Easements. The position will be located in the Albany office and will report to the Bureau Chief.
The candidate’s primary duties will include the following:
•Lead, coordinate, and advise staff in the Planning Section on all planning initiatives within the bureau.
•Oversee staff who are responsible for coordinating the development of Forest Preserve Unit Management Plans, Conservation Easement Recreation Management Plans, the Open Space Conservation Plan, 30x30 planning, the NYS Forest Action Plan, bureau-related research, and other inter-agency and cross-programmatic planning efforts.
•Act as liaison and advisor to other DEC programs, divisions, and partner agencies including Adirondack Park Agency, Olympic Regional Development Authority, Office of Parks, Recreation and Historic Preservation, and Department of Transportation, on all bureau-related planning matters.
•Assist Bureau Chief and bureau section leads in providing consistent, statewide direction on all aspects of bureau programs; advise regional staff on implementation of latest policy, guidance, and standard operating procedures related to planning and program management.
•Ensure plans and planning process adhere to State Environmental Quality Review (SEQR), State Historic Preservation Act (SHPA) and all other applicable laws, regulations, policies, and guidance.
•Prepare and deliver presentations; engage with the public, stakeholders, and partner agencies to solicit feedback and communicate Department’s priorities; advise bureau and partner programs and agencies on public outreach obligations and strategies.
