Organization Overview
The Mayor’s Office of Performance and Innovation includes CitiStat (the city’s performance management and analytics team), the Innovation Team, and the Data Fellows program. CitiStat uses data to support city government agencies to deliver services efficiently and equitably. CitiStat is City Hall’s performance management and accountability team; we use data to measure city agency performance and progress towards Mayoral goals.

The following describes the role, expectations, and skills that are expected of a CitiStat Analyst:

Use the power of data to improve city government service for Baltimore residents. Ask lots of questions and use data to answer them. Bring modern analytics and data tools to bear on performance management and policy. Have a seat at the table with leaders in city government who will use the Analyst’s work to inform their decision-making. Help grow a data-driven culture in Baltimore city government. Use strong organizational and project management skills to support working groups and complete assigned projects driven by deadlines. Be an active part of a best-practice management program that inspired similar programs across the country.

Success in this role requires intellectual curiosity, self-motivation, creativity, persistence, high quality work products, technical excellence, and a love of data.

Essential Duties and Responsibilities
Data Analysis and Problem Solving (70%)

Monitor and report on high-level key performance indicators and metrics, but also perform richer “deep dive” analysis on specific issues. Using current data analysis principles and tools, derive insights from data and communicate those insights to non-technical audience. Create well-crafted data products - data visualizations, memos, dashboards, presentations - that communicate your findings to non-technical audiences. Present findings to executive-level staff from various city agencies and departments in City Hall Facilitate collaboration between city agencies to solve problems for residents.

Program Management (30%)

Draft all meeting materials (such as the pre- and post-meeting memos) by established deadlines. Establish and maintain systems to collect updated data. Develop and adapt the performance management frameworks that outline goals, objectives and metrics. Engage and coordinate with stakeholders, including senior leaders from the city agencies.
