GENERAL DESCRIPTION OF POSITION

The intent of this description is to provide a representative summary of the major duties and responsibilities performed by employees on this job. Under the routine supervision of the Engineering Technician Supervisor, this position performs the duties of developing detailed construction prints, material lists, and instructions for complex construction projects and maintenance of facilities. Coordinates projects with other utilities, contractors, developers and within OMU. Requires substantial judgment and analytic ability, such as performing complex calculations, data gathering for reports and solving minor problems.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Provides assistance to OMU T&D Department, with construction design and maintenance, of utility facilities.
  2. Prepares cost estimates and designs for the operations department by producing construction prints, inventory lists and written instructions for OMU Water, Electric and Telecom projects. Estimates prepared are regularly significant in scope and complexity representing projects specifically scheduled and budgeted for within a long-term capital improvement plan. Such projects may include entirely new construction or the rework and/or re-conductor of multiphase distribution and transmission lines with associated pole replacements, undergrounding of overhead facilities, designs for proposed residential subdivisions as well as commercial and/or industrial developments or expansions, new construction or replacement of distribution and transmission water mains, new construction or replacement of telecommunication facilities, etc.
  3. Performs computer operations in association with industry software to assist with technician functions. Regularly employs the following software programs: AutoCAD, Microsoft GP, ArcMap, Arc Edit, applicable FMS, SpryPoint, and Microsoft Office.
  4. Meets with contractors and developers in acquiring information regarding new residential, commercial and industrial developments. Addresses OMU requirements for contractor to assist company by providing load sheets, diversity factors, pole attachment requests, or any future demands.
  5. Maintains working relationship with adjoining utilities.
  6. Assists in maintaining the cross connection program by communicating requirements to customers.
  7. Communicates with City, State, and other utilities, regarding street relocations or modifications.
  8. Conducts routine inspections of facilities as required.
  9. Obtains easements, Kentucky permits for right-of-way encroachments, railroad crossing permits, assists in review of alley closings, and relocation of facilities.
  10. Knowledge of rate schedules for customer explanation as needed.
  11. Required to assist in storm restoration process by performing damage assessment duties, call taking duties, monitoring of foreign construction crews as needed.
  12. Performs on-site inspections related to water construction projects throughout the duration of the job as well as conduct the final inspection.
  13. Designs commercial and fiber-to-the-home telecom facilities and assists maintenance of accurate records of fiber connections in FMS database.
  14. Develops design drawings specifications for traffic signal poles per the Kentucky Department of Transportation standards and AASHTO regarding height, arm length, foundations, etc. Works with OMU Traffic/Metering Department and Kentucky Department of Transportation representatives to determine signal requirements, structure location and placement as well as coordinate provisions for foreseeable future needs in accordance with forthcoming State improvement plans.
  15. Conduct flow tests to ensure adequate water pressure available for new construction; works with OMU Water Department to provide information for requesting developers.
  16. Ensures work to be performed is progressing according to engineering specifications and appropriate regulations, particularly the National Electric Safety Code (NESC), American Water Works Association (AWWA) and OMU Rules & Regulations for Service (Red Book/Blue Book).
  17. Utilizes loading data, whether from load sheet or existing usage history, to calculate and determine proper transformer size and configuration.
  18. Responds to inquiries from coworkers or contractors regarding engineered projects characterized by significant scope and complexity. Investigate, troubleshoot, and adapt to unforeseen obstacles facing construction and provide corrective direction.
  19. Review development plans and provide sign-off for necessary public utility easements to support facilities that may be required to properly serve customers as well as future needs.
  20. Ensure accurate as-built documentation, reviews and ensures reasonable project cost postings and accrual prior to billing.
  21. Operates within the Kentucky BUD system to enter locate request tickets as requested by Operations; utilizes the NJUNS system to enter and review transfer requests as well as other communication utility related correspondence and work in support of OMU impacted projects.
  22. This role requires a 30-minute response time.
  23. Perform any other related duties as required or assigned.

EDUCATION AND EXPERIENCE

Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 5 years related experience and/or training, or equivalent combination of education and experience.


COMMUNICATION SKILLS

Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.


MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
