  Accounting Services is currently recruiting for a Fiscal Analyst with the ability to accurately input financial data into an electronic accounting system.  
Accounting Services provides the core business and financial activities that allow the Department of Licensing (DOL) to operate and collect revenue. This team ensures the agency’s financial stability while providing overall agency direction, guidance, and management for fiscal related activities in a complex accounting and financial management environment. DOL’s Accounting Services maintains and operates agency financial systems to ensure compliance with directives and policies, Generally Accepted Accounting Principles (GAAP), State Administrative and Accounting Manual (SAAM), and state and federal rules and regulations while maintaining a high level of service to DOL’s internal and external customers and stakeholders. Duties

As the Fiscal Analyst, you will bill for Regional Transit Authority (RTA) fees, Business & Professions Division Fines and public records requests. Your attention to detail will be relied upon as you review reports to determine which fees need to be billed, generate invoices, and provide instructions with how to pay. As payments come in for billing, your accuracy will be vital as you provide the revenue coding to ensure the deposits are made to the correct accounts in our Agency Financial Reporting System (AFRS).
 
Some of what you may do:

Send second notices with a newly created deadline for payment when payments have not been received. Produce or assist with producing accounts receivables aging reports to assist management in understanding and quantifying collections success. Reconcile accounts receivables subsidiary ledgers and make judgments about when and how to reclassify current receivables to long-term receivables in the general ledgers. Prepare accounts for sending to the state collections vendor when second notice billings do not generate payment. Monitor reports from the collection agency to determine if the vendor is being successful in collecting amounts owed.

Qualifications

What you will bring:

Two (2) years of combined higher education (including 18 quarter or 12 semester hours in accounting, auditing, or budgeting) and/or accounting related experience.* *Must include a minimum of 6 (six) months professional accounting experience.
Experience must include:One (1) year of the following:Entering accurate accounting related information into an electronic accounting system.Providing customer service by listening attentively, identifying needs or issues, providing options for customers, and exercising knowledge of state laws and regulations to assist others.Conveying ideas and information in writing, using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the reader.Using Microsoft suite software to include Outlook, Word, and Excel. Six (6) months:Accurately using the ten-key numerical keypad on a computer or adding machine to enter numerical data by touch. Experience can be obtained concurrently.  Education to experience equivalency
Associate's degree = 2 years Bachelor’s degree = 4 years Master's degree = 5 years
What may help set you apart: Six (6) months of experience analyzing and reconciling general or subsidiary ledger for validity and accuracy. Experience accurately inputting data and reviewing transactions in Agency Financial Reporting System (AFRS) and ability to run Enterprise Reporting reports. Knowledge of Office of Financial Management (OFM) Federal, and State regulations and guidelines. Experience using DOL Systems such as DRIVES, POLARIS, GenTax, and RevVal.  Experience in accounting theory, principles and practices, internal control procedures, financial management software applications, and Generally Accepted Accounting Principles (GAAP).
