Residential Appraisers are responsible for properly discovering, listing, valuing, and defending appealed property values for the residential real property parcels in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with directives. Guidelines and education promulgated by Kansas State Statutes and the Kansas Department of Revenue/Property Valuation Division, the International Association of Assessing Officers, the Uniform Standards of Professional Appraisal Practices. This position has formal and informal training for the duration of two years after hire. Position holders are required to have all formal training and certificates within the two-year timeframe as class availability allows. After the initial training is complete, continuing education is offered.

Data collection and Orion database maintenance of residential real property characteristics.

Verify real property data characteristics with digital imaging technologies and on-site inspections for residential properties through the annual maintenance cycle and building permits. Maintain open communication with other residential staff members concerning any problematic issues during data collection.

Conduct valuation appeal meetings

Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals with property owners and/or their representatives to ensure fair and equitable treatment. Be able to explain the property values and the appraisal process to the property owners and/or their representatives. Conduct field inspections when necessary as the result of an appeal.

Annually assign appraised values for residential real property

Develop a final opinion of market value for each parcel of property as assigned. Review all appropriate market information to establish appraised values utilizing market models. Reconcile final value estimates by reviewing various approaches to value.

Minimum Qualifications: High school diploma or equivalent. One year of experience of new construction, real estate, appraisal experience, customer service in an office environment, or administrative support. Has the ability to successfully complete the required International Association of Assessing Officers and the Property Valuation division courses, within two years of hire date is required. Must have a vehicle registered in the State of Kansas to use on a daily basis. Must provide proof of valid vehicle insurance with current coverage in the State of Kansas. Must have a current valid non-restricted Kansas driver’s license.

Preferred Qualifications: Bachelor’s Degree from an accredited college or university in the areas of business, real estate, new construction, or a related field. Two years of new construction, real estate, appraisal experience, customer service in an office environment, or administrative support. Has successfully completed the required International Association of Assessing Officers and the Property Valuation division courses within one year of hire date.
