General Description:

The objective of this position is to oversee the daily operations and personnel of all impoundment lots and facilities within the Towing& Impoundment Department by ensuring employees, equipment and operations are running efficiently and effectively at all times .Applicants must be very knowledgeable of enforcement policies and procedures. Must be able to communicate efforts with other governmental related entities including but not limited to the Philadelphia Police Department and Pennsylvania State Police. Extensive knowledge of the geography of the City of Philadelphia is also extremely important.

Principal Duties:

Work under the direct supervision of the Deputy Manager and Manager of the department to achieve department objectives. Maintain a cohesive work environment through leadership principles. Evaluate employee discipline and progression. Recommend and issue discipline to employees when appropriate. Oversee the training and progression of new Lot Supervisors and Lot Officers Review employee staffing levels daily to ensure maximized effectiveness. Responsible for ensuring the effectiveness, efficiency, and performance of Lot Supervisors and Lot Officers. Regularly meet with staff to review performance. Communicate with management in regards to any issues found within the department. Communicate regularly with various departments in order to accomplish common goals. Produce daily staffing reports for Lot Supervisors and Lot Officers. Produce detailed reports outlining the department’s progress. Track and award all overtime assignments associated with the impoundment staff. Ensure retention and proper disposal of all confiscated license plates in ordinance. Monitor the accuracy and progression of impounded vehicles from the time of intake through the auction process. Respond in person, by telephone, or in writing to citizens’ complaints. Assist with the research and implementation of new equipment for the benefit of the Authority. Review, create and revise reports to ensure accuracy and clarity. Setup NCIC training and accounts. Supervise the auditing process in conjunction with the Revenue Control Department. Management is essential personnel and must report during all City declared emergencies. Performs related work as required.

Required Knowledge, Skills, and Abilities:

Ability to properly supervise all members of staff fairly and consistently. Ability to communicate effectively both orally and in writing. Ability to work under pressure and make sound decisions and with time limitations. Requires excellent organizational, time management, communication, and customer service skills. Must be able to think critically and problem solve. Must handle confidential and sensitive information with discretion. Proficient in Microsoft Excel and Microsoft Word. Advanced typing and computer skills. Proficiency in the DLMS & NCIC systems Proficiency in the intake and release procedures involving impounded vehicles. Proficiency and a clear understanding of PPA policies and procedures relating to Towing & Impoundment. Knowledge of the Authority’s On-Street Division Knowledge of the Collective Bargaining Agreement (CBA) between the Authority & District Council33. Minimum Acceptable Training, Experience, and Education:

High School Diploma or Equivalent Proficient in NCIC, DLMS and PennDot systems Minimum of six (6) months of experience as a Lot Supervisor in the Towing & Impoundment Department. Valid Driver’s License
