Position Summary

Under general direction, leads, plans, oversees and coordinates the financial, staffing, and operational activities for the functions in the CNM Business Office to include General Accounting, Fixed Assets, Contract and Grant Accounting, Payroll, Bursars/Cashiers, Accounts Payable, and Accounts Receivable. Oversight could also include one or more of CNM’s component unit 501c(3) Non-Profit Entities, two or which were created under the New Mexico Research Park Act.

Duties & Responsibilities

Oversees the overall accounting functions in the Business Office including some of the following areas: General Accounting, Fixed Assets, Contract and Grant Accounting, Payroll, Bursars/Cashiers, Accounts Payable, and Accounts Receivable. Oversight could also include one or more of CNM’s component units including CNM Ingenuity, CNM Holdings Inc., and CNM Ingenuity as general partner for Ingenuity Venture Fund entities. Designs, establishes, and supports the organizational structure and staffing to effectively accomplish the organization's goals and objectives. Supervises staff, including recruiting, hiring, coaching, prioritizing and assigning work, conducting performance evaluations, ensuring staff are properly trained and following policies and procedures, and maintaining a healthy and safe working environment. Recommends disciplinary and termination actions when needed. Provides direction and leadership in financial management, fiscal policies review and changes; conducts special studies as required; ensures compliance with CNM, state, and federal regulations and standard accounting procedures. Provides strong leadership to a diverse staff including team building, interpersonal communications and ensuring positive customer relations to internal and external stakeholders. Coordinates audit activities related to the accounting functions, and other information, reports and requests; ensures accuracy and integrity of financial reporting. Oversees the preparation and filing of tax documents including 1099s, 1042s, 1098Ts, and 990 Tax Returns for CNM non-profit entities. Provides direction and assistance to college organizations regarding Business Office related policies and procedures, implementation of new practices and procedures, and efficient control and utilization of financial resources. May serve on college planning and policy-making committees. Maintains current knowledge of and implements changes based on college policies and procedures, Federal and State policies and directives, which directly or indirectly impact the college. Manages accounting systems and technology change. Increases productivity by developing automated accounting applications and coordinating information requirements; considerable knowledge of Enterprise Resource Planning (ERP) computer systems and reporting. Maintains current working knowledge of all sources of official accounting standards, including Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), and National Association of College and University Business Officers (NACUBO). Researches accounting standards and regulatory changes and provides guidance, as needed. Provides periodic reports of receipts and technical information to the college community and to external agencies as required. Oversees the coordination of the annual financial audit for CNM and/or CNM's non-profit entities including preparing the annual financial statements in compliance with GAAP, as well as required tax reporting. Responds to external auditor inquiries and issues. Interacts with internal and external auditors, participates in auditing projects, or provides information and access to accounting records as required. Provides support to leadership for strategic planning, financial planning, revenue forecasting, and annual budget processes. Oversees the preparation of financial reports including Quarterly Financial Reports, reporting to the New Mexico Higher Education Department, the Higher Learning Commission, and the Integrated Postsecondary Education Data System (IPEDS).. Maintains current working knowledge of Office of Management and Budget (OMB) Uniform Guidance regulations. Collaborate with Grants Development Office and Contract Manager, to prepare proposals, negotiate terms of contracts, including review of scope of work, budget, and budget justification. Analyzes and evaluates awarded proposals, contracts, and subcontracts for compliance with funding agency, federal, state, and college requirements; recommends approval or rejects deviations from contract specifications; prepares required acceptance documentation and obtains official signatures. Coordinates investment activities and management in partnership with the stakeholders including non-profit board of directors, finance committees, and executive management. Reviews fund balances, reserves to maintain general operations and monitors bank balances and cash flow to ensure adequacy. Analyzes and prepares for future cash needs. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement. Represents the CNM Enterprise to various institutional divisions as well as externally to governmental agencies, vendors, students and their parents, and/or the general public. Performs other related duties as assigned.

Minimum Qualifcations:

Master's degree in accounting or related field and five (5) years of related experience, which include two (2) years in a supervisory role.

OR

Bachelor's degree in accounting or related field and an active CPA license and five (5) years of related experience, which includes two (2) years in a supervisory role.

AND

Candidate must successful complete 24 hours of accounting coursework within 2 years of employment.
