Responsible for identification, negotiation and execution of purchase agreements and/or contracts for the procurement of goods, service, and equipment. Identifies opportunities for cost savings, standardization and utilization in conjunction with other members of purchasing team. Administers and insures participation, uptake and compliance with primary GPO contracts. Provides support as required on strategic and physician preference agreements. Responsible for local negotiations and contract coverage with non-GPO, non-strategic (less than $1M annual spend) vendors. Insure integrity and completeness of MMIS sourcing and contracting module and integration of GPO analytic tools. Participates in special projects as delegated or required to provide information on cost-saving initiatives and other reports with recommended future action. Consults across all FHC entities regarding purchasing needs and concerns. Ensures all department/facility/system guidelines are followed. Develops policies and procedures in the areas of responsibility. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies. Serves on various committees involving safety and product evaluations. Assures the effective use of personnel, space, equipment, dollars (in purchases and inventory), and time to meet objectives. Anticipates needs and seeks opportunities to improve services. Evaluates effectiveness of existing services to meet those needs and works with others to improve practices. Assures the development of department staff through ongoing coaching, in-service education, on-the-job training and evaluation. Conducts information staff meetings to address issues and keep staff informed of upcoming events. Provides opportunities for
improvement via educational/training work projects. Maintains contract information in MMIS allowing immediate access and retrieval as necessary. Collects and assembles data for monitoring purposes and to aid with work projects. Assembles data in an easily understood format for staff and management.

Bachelor's degree in business administration, economics, or related field preferred. Experience in healthcare purchasing and contract negotiation and administration in a large healthcare organization required. Experience in managing budgets required. Certification in Materials Management preferred.

Knowledge of healthcare material management system applications required. Experience with Aperekpreferred. Direct knowledge of medical/surgical supplies and equipment. Fundamental management skills of planning, organizing and directing. Excellent communication skills, analytical ability, and organizational skills. Effective negotiation skills –good business practices and sound judgment. Effective problem solving and performance
improvement skills. An ability to establish and maintain good rapport with physicians, directors/managers, and staff. Proficiency in Microsoft Office and applicable computer programs.
