Lead and direct a team of right-of-way (ROW) professionals in the acquisition, management, or disposition of easements and permits or interests therein, in connection with public, quasi-public, or private property land rights necessary for the construction, operations, maintenance, and legal safeguards of the company's transmission, distribution, and communication facilities.

Minimum Requirements

Bachelor's Degree in Business, Finance, Construction Management, Land/Urban Planning or a related field and four (4) years experience in the area of Transmission & Distribution construction/operations practices. In lieu of bachelors degree, a combination of college coursework and experience totaling eight (8) years in the area of Transmission & Distribution construction/operations practices. A valid AZ driver's license and statewide travel required.

Preferred Special Skills, Knowledge or Qualifications: Working knowledge of public (federal, state, municipal) and private land and right-of-way acquisitions, land management principles, procedures and practices. Demonstrated leadership skills, excellent interpersonal, communication (oral & written), negotiation, planning and organizational skills. Proficiency with Microsoft Office applications.

Major Accountabilities

1) Direct the research and acquisition of easements and permits needed to meet Company's construction and facility maintenance requirements.

2) Manage the completion of easement and permit requirements through continual monitoring of ROW Task and Prerequisites in T-Week schedules (weekly scheduling system) as identified in the T&D Work Management Process and Maximo reports statewide. Participate in T-Week meetings which includes representation from Maintenance, Operations, Planning and Engineering as needed to develop, revise, refine and approve T-week schedules.

3) Control the accuracy of easements and permits acquired for Company facilities through effective review of title reports, public records, and reports for litigation purposes. Prevent any negative impact through resolution or mitigation of such defects prior to acquisition.

4) Selects and develops a high performing team through effective coaching, performance feedback, recognition, training, and developmental opportunities.

5) Maintain accurate ROW easements, franchise contract agreements and permit records and billing/payments on land related items.

6) Negotiate and execute easements and permits consistent with franchise policies and the contractual terms and provisions of the franchises. Provide interpretation of current franchises and advise operations and construction department on mutual obligation of municipalities and APS prescribed by franchises.

7) Provide training and updates on right of way requirements, including franchise adherence to Customer Project Representatives and Planners.

8) Provide timely and cost-effective customer support services for external and internal customers.

9) Monitor expenditures of unit or area of responsibility ensuring prudent use of company money and resources.
