Housing Lead

The Housing Lead collaborates closely with the Housing Manager to oversee the daily operations, client activities and services within the Housing program. This role involves providing coverage of Opportunity House when needed and maintaining seamless program operations. The Housing Lead coordinates and actively participates in program development, service implementation, and activities across all Daybreak Housing options and ensures the consistent application of policies and procedures, as well as the effective dissemination of information, in alignment with the standards set by Daybreak, the Board of Directors, funding sources, CARF, and other accrediting bodies. Responsibilities include, but are not limited to, the following:
HOUSING SUPERVISOR ESSENTIAL DUTIES AND RESPONSIBILITIES:
Collaborate with the Housing Manager in delegating tasks to Residential Specialist staff, ensuring effective communication and consistent application of policies and procedures to maintain a youth-centered Housing First approach.
Assist with hiring and training new Residential Staff, ensuring they are adequately prepared to support youth and young adults (YYAs) as they transition toward independence.
Maintain the 2nd-floor schedule and ensure 24-hour shift coverage is maintained. Participate in the on-call rotation as required to provide seamless support for both staff and clients.
Support the Housing Manager in developing and coordinating individualized and group schedules and activities for clients, aligning with program goals focused on youth empowerment and well-being.
Achieve a minimum of 10 hours of monthly productivity by providing individual and group services. Ensure timely completion of documentation within 72 hours, per agency standards.
Ensure the timely completion of client paperwork, adhering to CARF and ODMHAS standards. Motivate and support Residential Specialist staff to ensure documentation deadlines are met.
Work alongside Residential Specialist staff to deliver and document daily face-to-face individual or group services (CPST, TBS, or PSR). Assist clients in resolving challenges and progressing toward treatment goals, using a strengths-based, Housing First for Youth approach.
Collaborate with the Housing Manager to ensure residential staff are properly trained on safety protocols, building rules, and program guidelines. Oversee client orientation, ensuring a safe, secure, and supportive environment in both apartments and communal areas.
Promote a strength-based and trauma-informed care approach among staff, fostering positive behaviors and applying natural and consequences when necessary.
Utilize the therapeutic milieu model to manage behaviors and de-escalate conflicts between staff and youth.
Assist in the client move-in process by ensuring that units are prepared and move-in ready. This includes overseeing bedbug treatment, apartment cleaning, carpet cleaning, painting, furnishing, and the completion of all related paperwork (e.g., Tax Credit, Front Door Assessments, HUD Housing Inspections, Environmental Inspections, move-in/move-out checklists).
Assist the Housing Manager with the daily operations of Housing Programs, including apartment inspections, communication with landlords, processing maintenance requests, and monitoring client rent payments.
Oversee the Daybreak Dollar Pantry and Medford Community Pantry, ensuring both are well-stocked and organized to meet the needs of program participants.
Participate in Housing Team meetings as requested, contributing to discussions and decisions that enhance program effectiveness and uphold Housing First for Youth principles.
ADDITIONAL DUTIES AND RESPONSIBILITIES:
Any other duties and projects as assigned by the Housing Manager.
GENERAL DAYBREAK DUTIES:
Assumes an advocacy and leadership role which exemplifies the belief in the potential of the client.
Recognizes and accepts agency service limitations when serving youth and helps his/her direct service staff to understand and accept those limitations.
Ensures all duties set by agency's guidelines and programs policies and procedures are completed on time and as assigned.
Meets weekly and/or as assigned with Supervisor to discuss programing and client's progress.
Notifies supervisors of potential or real emergencies including criminal activities, high risk behavior, mental health emergencies, health emergencies or other activities that impact safety, security and public relations.
Models professional behavior and actively contributes in a positive manner and demonstrates constructive positive problem-solving strategies and openness to others' opinions
Refrains from engaging in dual-relationships or any other ethical boundary with clients to ensure and protect client's rights and consults with supervisor when there might be a risk of these situations.
Refrains from engaging in negative or counterproductive behaviors and attitudes and strives to keep the well-being of co-workers and clients at the forefront.
Demonstrate appreciation, understanding and trust in the work of his/her colleagues
Attends training/agency meetings, as scheduled. Responsible for completing all required trainings needed to comply with Daybreak policy. Maintains appropriate in-service training hours by attending conferences, workshops, and training that are relevant to the job description and assignment tasks.
Adheres to and upholds agency's Mission, policies and procedures and maintain and contribute to positive customer relations-both internally and externally (clients, staff, vendors, donors.)
Attends All-Staff meetings each year
Drives Daybreak vehicles, when necessary.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
HS/GED required, AA or BA in Human Services or related field preferred. Experience with target population, preferred.
LANGUAGE SKILLS:Ability to read and comprehend procedures and simple instructions, short correspondence and memos. Ability to write knowledgeably and legibly. Ability to spell correctly or use appropriate resources to minimize spelling errors. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.
MATHEMATICAL SKILLS:Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
REASONING ABILITY:Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Background Check
Daybreak is required by State of Ohio law to perform a criminal background check, which includes fingerprinting, of eligible applicants. In addition to the fingerprints, Daybreak requires the following additional background checks.

Pre-employment Testing
The following pre-employment tests will be conducted at Daybreak's expense. Tests include:
- A tuberculin skin test or chest x-ray (by a physician of Daybreak's choosing)
- A urine drug screening (by a testing facility of Daybreak's choosing)
Should the pre-employment reviews indicate that the prospective employee does not meet the employment requirements, Daybreak has the option of either not hiring the person or postponing employment until the condition prohibiting employment has been removed.
If the background or pre-employment checks contain information that the applicant has committed, been convicted of, or pleaded guilty to any criminal offense, unless the charge was a minor misdemeanor not involving violence or a sexual offense at least 5 years old, or if the applicant refuses to submit fingerprints for a criminal background check, the conditional offer of employment will be withdrawn immediately.
Pursuant to SB 38 (child-serving agency), if it is determined that the applicant has committed one of the disqualifying events listed on the attached Ohio Revised Code Disqualifier sheet may prevent employment at Daybreak.
